possibly stupid question but why have them at all a little impractical!? :|

Well many uniform items are impractical (like berets). But its traditon, like your scotish regiments with their wollen hats (must be warm in iraq).

TOS's are no warmer than berets (which are also made of wool)...

The feathers are a tradition for the Italian Bersaglieri. The other particular hat they have is the Fez, that you can see here in the 10th picture from the top (the one with the two female sodiers: on the left a Bersagliere, on the right a Folgore's Para).

Yes, thanx, that is the picture.

The woman soldier on the left wears the Fez, and she is a Bersagliere. The other one is a Folgore Para.

The tradition of the Fez was born after the Bersaglieri involvment in the Crimean campaign of 1855.
