Address to the Nation on Security during Third State of the Union Address
Dear Citizens:
Mexican families are hard-working families that make an enormous, daily effort to progress.
It is unfair that this effort should be taken advantage of by criminals.
I know that the most important thing for you is for your family to be safe and to be able to go out without feeling scared.
That is why Federal Government is working to ensure your safety.
We are putting a stop to organized crime, an enemy that kills, abducts and extorts money from innocent people, extorts money from honest men and women and destroys the possibilities for development of entire communities and blights the future of many people.
With the heroic efforts of thousands of policemen, soldiers, marines and State Prosecutor's Offices, we are attacking crime.
Criminals, who were used to operating with impunity, now live under the permanent threat of being captured and taken to court.
Drug confiscations affect their earnings. The arrests of their leaders have created chaos and despair among their ranks. The arrests of corrupt civil servants have stripped them of the protection they once enjoyed.
During this administration, we have confiscated nearly 50,000 weapons from criminals, and secured record amounts of drugs.
We have seized five thousand tons of marijuana and nearly 90 tons of cocaine, equivalent to over $2.5 billion doses. We have also arrested nearly 80,000 persons previously linked to crime and handed them over to the authorities. Many of them were the leaders of the main cartels in various Mexican cities.
In the past year alone, we captured nearly 70 regional bosses in all the cartels. In other words, we have captured more criminals than used to be caught throughout a president's entire six-year administration.
We are firmly attacking all criminal groups. And I would like to be very emphatic in this fight. We will not restrict ourselves to combating drug trafficking.
This fight is primarily for your security and that of your families, because we want to prevent criminals from taking control of communities and thereby attempting to impose their rules.
This fight seeks to prevent these criminal groups from taking over the towns or cities where you live and then abducting or extorting money from the population. We will fight crime to enforce the law.
Only with a genuine rule of law will it be possible to guarantee citizens' safety and freedom and encourage economic growth and the jobs we so need.
Criminals’ action damages Mexicans' integrity, assets and lives.
One of the crimes that does the greatest damage to society is abduction. That is why we have supported the local authorities responsible for combating this scourge.
Over the past year alone, we have arrested over 1,400 kidnappers, broken up over 200 gangs dedicated to kidnapping and freed over a thousand kidnap victims.
If we go on like this, the incidence of kidnapping in the country will soon fall.
In Federal Government, we are still committed to your security and that of your family. Through these actions, we are building a safe Mexico, a Mexico in which it is possible to live better.

We all want a safer Mexico with laws and freedom.
To this end, in addition to dealing with organized crime with the full force of the state, it is essential to purge and professionalize our police force .
That is why we are creating security institutions with reliable, honest and professional policemen, capable of defending your family, through professional investigation, intelligence and strategy, with more and better weapons and better technology.
Nowadays, Federal Police have state of the art technology, such as this Command Center, a key point of information for effectively dealing with organized crime throughout the country.
This center already operates with the Single System of Criminal Information, which forms part of Platform Mexico, and combines records on crime rates compiled by police all over the country, together with the way criminals act, in a single data base.
This is the first large data base combining all the available information on criminal activity in the country.
Nowadays, all the country's most important states and municipalities are linked to Platform Mexico. The aim is for the authorities in the three orders of Government to fight crime in a firm, coordinated manner.
Part of this effort to improve institutions involves the training of a new generation of scientific police, investigators, and well-trained university students, who are willing to serve Mexico within the ranks of the Federal Police.
We are also applying reliability tests to virtually all the federal civil servants linked to security tasks to prevent the existence of corrupt officers in our police force.
We want to be sure that Federal and State Police are police officers you can trust.
In order to complement these efforts we are also strengthening our legal framework. Many criminals take advantage of loopholes in the law to avoid justice being carried out. That is why we have reformed our System of Penal Justice.
We now have laws that will gradually enable us to have faster, more transparent and fairer trials that are easier to understand and above all, more respectful of the rights of crime victims.
We are also reinforcing coordination between municipalities, state and federal governments to be more effective in the fight against crime.
Through the Law of Elimination of Ownership, passed by Congress, we are exploiting the assets obtained by criminals through their criminal activities, meaning that we are hitting them where it hurts most, on their money.
And we want to leave Mexico security and justice corps you can trust in and with the capacity to give our country the public security citizens demand.
Through these actions, we are building the Mexico we want: a safer Mexico, a Mexico in which we can live better.
