India hardens tone toward Pakistan over Mumbai attacks, Kashmir infiltration

NEW DELHI, Sept. 5 (Xinhua) -- In what could be a renewed hardening of tone towards Islamabad, India alleged that Pakistan is the "epicenter of terrorism", one day after its Army chief threatened the neighboring nation with action if it doesn't stop attempts by militants to infiltrate into India-controlled Kashmir.

"Pakistan is the epicenter of terrorism," Indian External Affairs Minister S.M. Krishna told the media in the southern city of Bangalore.

Reiterating that Islamabad should waste no time in acting against those responsible for the Mumbai terror attacks last November, which claimed the lives of over 170 people, Krishna said that "if Pakistan is serious, it will act against Nov. 26 attackers".

"Pakistan should arrest people involved in Mumbai attack," he said.

The minister's statement came a day after Indian Army Chief General Deepak Kapoor warned Pakistan, saying, "If ceasefire violation is not stopped, we will be forced to take retaliatory action. We normally observe restraint but if this does not stop, we will have to think of retaliatory action."

Kapoor also said that cross border infiltration into India-controlled Kashmir has been registering an upward trend with attempts being made to "push in" from Pakistan as many terrorists as possible before the winter.

"Let me put it this way that this period is critical as we have a peaceful valley... Attempts will be made from across the border to try and disrupt that and push in as many infiltrators as possible before the winter sets in," Kapoor told reporters.

‘Pak has to decide on ties with India’

Fed up with Islamabad’s unending calls for more information on the 26/11 probe, New Delhi on Friday made it clear that it was for Pakistan to decide what kind of relationship it wanted with India.

India, which has till now given six dossiers on the Mumbai terrorist attackers to Pakistan, also rejected Pakistan’s claim that adequate evidence was not available to prosecute Jamaat-ud Dawa chief Hafiz Sayeed.

“Islamabad has admitted that the planning, plotting and conspiracy were hatched in Pakistan and it is up to them to act. They have all the information at their command. India is only assisting this process,” a senior official said on condition on anonymity.

“It is for Pakistan to decide what kind of relations it wants (with India). We have regularly given information and evidence as and when it was collected and collated. We have also made it clear that we are ready to provide more information whenever available,” the official said.

“There is enough, substantive information available with Pakistan. We would like Pakistan to take action that is speedy, open, transparent and meaningful,” he said.

Pakistan’s Foreign Office spokesman Abdul Basit had said recently that the last dossier from India was a rehash of information received in previous dossiers.

Same thing after each terrorist attacks.if terrorist from pakistan attacked the indian parliament we did not do anything.Do any of us here are foolish enough to believe this crap..

india will do nothing as usual lack of leader is one the main reason.

A war or even a border conflict is not in India's interests right now. It will be our loss in several other areas.

But then again, this might just end up as another war of words.

Pakistan deliberately stifling Mumbai probe: Chidambaram

NEW DELHI: India on Saturday slammed Pakistan accusing it of deliberately "stifling" probe into the Mumbai attacks and made it clear that action against the perpetrators of the strikes was a condition for resumption of dialogue.

Home Minister P Chidambaram also put Pakistan in a spot over Jamaat-ud Dawa chief Hafiz Saeed by citing details about his involvement in the Mumbai attacks, information regarding which has already been given to Islamabad.

"...We are thoroughly, totally dissatisfied with the Pakistani response," he told Al Jazeera TV.

Asked why India was not satisfied, he replied "Because they are not arresting the perpetrators of the Mumbai attacks. They are still on Pakistan soil. We know their names...we have shared their names with them. They are not investigating the case. The trial hasn't opened yet. It will be a year on the 26th of November."

Questioned whether he believed that Pakistan is "deliberately holding up" the investigation, Chidambaram said "Yes. Regrettably that is the answer but yes."

Queried whether he meant to say that Pakistan government was "deliberately stifling" the investigation into the Mumbai attacks, the Home Minister responded by saying "Yes".

Questioning Pakistan's sincerity and seriousness to pursue the probe and prosecution into Mumbai attacks case, Chidambaram said "Where is the trial? Where is the chargesheet? When is a trial starting? When is the first witness being examined?"

The Home Minister was asked about the dossiers of information given to Pakistan which India says contains "cogent and convincing" evidence linking Saeed, who also heads Lashkar-e-Taiba, to the Mumbai attacks.

"The evidence that we have presented tells any investigator, any prosecutor what Hafiz Saeed did, where he was, whom he met, what he told them, what his role was. If that is not evidence to continue investigation against Hafeez Sayeed what else is evidence," said Chidambaram while pointing out that he himself was a "trained lawyer" who should know such aspects.

Asked what the evidence against Saeed was, he read out from some document: "December 2007- January 2008 he was in a place where (lone arrested terrorist Ajmal) Kasab and others were trained.

"He spoke to the trainees on many occasions. There was another training camp at a place called Chekhalabandi Mountain of Muzaffarabad.

"Hafiz Saeed was in the camp and met the trainees. He was accompanied by a person known as 'Major General Saab. Hafiz Saeed finally selected the trainees and gave them new names. Kasab was given a new name 'Abu Mujahib'. That name was given by Hafiz Saeed."

Chidambaram noted that Saeed had been held and then released because the courts in Pakistan were not convinced that there was enough evidence.

"The court can only be convinced if you present evidence to a court. There is a vast distinction between the responsibility and role of the prosecution and the role and responsibility of the judge. The judge does not investigate. The judge weighs the evidence presented to the court. If no evidence is presented to the court, what will judge do?"

On resumption of dialogue, he said it was "dependent" upon Pakistan prosecuting and punishing the perpetrators and dismantling the terror infrastructure.

"There is no evidence of either. So that is our position. Some may disagree with that position but that is the position of the Indian government," the Home Minister said.

Asked whether India had made it a condition that talks cannot resume till Pakistan acts against perpetrators of Mumbai attacks and dismantles terror infrastructure, he said, "Of course we have. We have said it immediately after December 1. It is a condition, that you will punish the perpetrators of the Mumbai attacks. That has been our position since December. Sharm-el-Shaikh will not change that position. Although that statement in being interpreted the other way."

“Pakistan worries us”

Pakistan does not scare us, it worries us, P Chidambaram said referring to the instability in the neighbouring country.

"Pakistan doesn't scare us. Pakistan worries us. We want a stable government in Pakistan. There is considerable instability in Pakistan," he said in an interview to Al-Jazeera news channel.

He said India wants Pakistan to behave like a responsible nation.

"Their behaviour does not inspire confidence. It doesn't scare us, it worries us," Chidambaram said.

The Home Minister was asked whether he shared the feelings of an aide to US President Barack Obama, who had said the he was scared of Pakistan.

KARACHI: Prime Minister Yousuf Raza Gilani on Saturday again called upon India to agree to an early resumption of the composite dialogue.

Talking to journalists after launching a housing scheme at the Governor’s House, he said the suspension of India-Pakistan composite dialogue would be exploited by others and help terrorists, a common enemy of both countries.

Mr Gilani declared that Pakistan would not allow its soil to be used for terrorism and would not tolerate violation of its sovereignty. Pakistan, he added, wanted peaceful relations with all countries, particularly its neighbours.
