I dont know...here is what a very quick search with Google gave me:

SWAT OPERATOR LOGO/PIN/BADGE: This logo has been adopted by agencies around the country as their official SWAT qualification logo, pin, or badge. The appeal of this logo is that it is very professional looking and not overly aggressive or politically incorrect.

Seems like a few police units from around the USA use it http://www.centermassinc.com/2019845.html.

It's a generic, commercially available, SWAT qualification badge that some agencies issue to their tactical officers, nothing more.

Seems to resemble the U.S. Navy SEAL emblem.

You're welcome. Any particular reason you're interested in the badge?

Ya think? ;)

Yeah, I'm figuring some joker with a hardon for the "Budweiser" designed that one.

IIRC, the guys at Operational Tactics Inc. are the designers for that particular badge, but I could be wrong, as it's been a while.

Oh, it's cool looking and all. Just derivative. Sorry, it's my artsy fartsy graphic designer side showing. :)

Some states have Tactical Officers Associations. For example MTOA. Michigan Tactical Officers Association. They are SWAT teams from that state that will train together, exchange tactics and ideas. There is also a National Tactical Officers Association. The NTOA uses that as their symbol.
