since search result is so random.so i decided to make a new thread

i have read it somewhere that for one issued rifle/carbine,there should be another 1.5 rifle should be in the armoury,so there's a ratio of 2.5:1(2.5 rifle for one soldier)
my question is that is it true and(if it is true),what is logic of such ratio and application.
