“July is summer in Iraq and it has the effect of iron hammers on the heads of the
foreigners in this severe heat that distinguishes our beloved Iraq… And news
from the resistance, the latest development is the coalescing of 16 groups and
jihad organizations into one single organization named the Institute of Allah’s
Battalions, which consists of the greatest fighters. This huge project included
more than 20,000 jihad cells (each single jihad cell is comprised of three to five
militants)… [which were] secretly distributed across all the regions, sectors,
neighborhoods, and streets for their tasks in the battle [for Samarra]… As for the
remaining formations, the jihad-related duties were distributed to each group as
follows:
1. Al-Tawheed wal-Jihad Movement: This is an elite jihad group with superior
experience and training, but this group is comparatively few in number (about
3,000 fighters). Its main duty was to attack the headquarters and barracks of the
tyrants and to occupy or destroy them, in addition to sporadic harassment
operations—with the help of Allah—against the enemies hiding inside and outside
those camps.”
2. The Battalions of al-Farooq and the Brigades of Redemption: These are the
combat support units of the Institute of Allah’s Battalions [and also] the Battalions
of al-Moataz Billah…
3. The professional [Iraqi] armed forces [from the regime of Saddam Hussein] and
they are divided into several factions:
• Allah’s Triumphant Battalions… and their task was the propagation of
professionalism and military skills among the fighters, the planning of
attacks on the buildings, barracks, camps and harassment of the regime
until the situation changes enabling offensive [operations]… [they also]
lead infiltration operations by the elite guard… they are a veteran selection
of ex-members of the Fedayeen Saddam and the Iraqi intelligence
apparatus…
• The Battalions of al-Moataz Billah (the former Republican Guard and
National Guard soldiers): their task was cutting off the logistical supply line
to enemy forces and the tyrants and the annihilation of small military

support convoys… the tasks assigned to the National Guard included
artillery fire support, short-range rocket attacks, and air defense operations
against enemy aircraft when they arrived.”
“The Strategy of the Fighters and the Resistance in Samarra City:
The operation for strategic control of the city began in the early morning hours of
Monday, July 7, 2004, when 200 lions from Al-Tawheed wal-Jihad Movement
carried out the attacks on the security units and the police stations, and the
barracks and facilities of the civil defense and National Guard. The victory over
them was achieved in record time after [the tyrants] fled, and they left their injured
and dead behind them because they had already tasted hellfire at the hands of the
lions of Al-Tawheed wal-Jihad the month previous on June 24, 2004.
Simultaneously, [another group] carried out quick and punishing attacks against
the nearby enemy encampments surrounding the city… following this, there were
isolation operations that damaged and destroyed the enemy’s support structure
through well-planned, successful ambushes and the targeting of enemy logistical
support convoys.”
“And the Iraqi soldiers were not satisfied yet, so along with the Jihad Battalions of
Al-Farooq and the Brigades of Redemption… they carried out attacks on military
encampments and nearby enemy bases with constant artillery bombardments and
the occasional surface-to-air missile, which forced the enemy to retreat behind
fortifications in their barracks and bases, and prevented aircraft from taking off at
these bases for fear that they would be destroyed before they could take-off… the
appearance of ground-based anti-aircraft fire (23, 25, and 30 caliber) increased the
confusion of the [enemy] pilots and damaged a number of their aircraft, possibly
forcing them to take an early exit from the battle.”
“And finally, the fighters in this brave city using shoulder-fired surface-to-air
missiles forced the enemy to retreat to a high altitude, [and destroyed] two
aircraft—one AH-64 Apache and the second an A-10b Thunderbolt. The enemy
did not say anything about this and the media did not acknowledge the forced
retreat of the American forces from the city, and that the fighters are now opening
a campaign against the hostile powers in precisely-timed, cooperative
ambushes.”
