I don't know if it has been posted or not already, but here goes the file that has the charter for the new Iraqi intel service...

If you know the CIA charter, you will see how similar they are to each other. It even has a clause about INIS agents not having law enforcement power - the power to arrest - and how they need to tell the police or Iraqi equivelant of the FBI to arrest or detain.
