This is a Russian shooting instructor.

Most probably uniform is from Survival Corps or SSO. Survival Corps make their own unique digital camouflage material called Surpat, but this doesn't look similar.

I think its hyperstealth spec4ce woodland. heres a picture just for comparison.

It's probably HyperStealth Spec4ce Woodland, however, there is a similar pattern called Spec4ce Canuck on their site, so this could be it.

As for purchasing, you're most likely out of luck. They only do limited production runs, and what does get made is usually bought relatively quickly.
