by having being born In America .... so the rules state
Why is it that anyone that hasn't been born in America can become a govenor of a state yet can never apply to become president of America
Where is the logic in that .. surely if an outsider wants to become president can question that ...
isn't that thee most bizarre rulling ever ... I for one would love to see Arnie in the hot seat ...

Every state has its own constitution to decide how its own government will be elected and what authority is delegated to each office. Simple as that.

I've heard of that too. But I haven't seen much proof behind it, so it's more pseudohistory. (to me anyway. If you found a book that proves this, I would like to see)
The reason I've heard for the infamous Article II Section 1 Paragraph 5 Clause 1, was because America was very Europhobic when the Constitution was signed. They didn't want a British Lord (or any other European baron) to sail over, run for president, win, and become a puppet for the crown.
But if Arnold does become president, I hardly think he'll be a puppet for Austria. This article could use an update.

North America consist of Canada, Mexico and the United States of America.

Arthur St. Clair was born in Scotland and served as President of the Confederation Congress which was the governing body of the United States from 1781 to 1789.
The Second Continental Congress adopted the current Constitution and system.
