The Delta Force was created by Colonel Chuck Norris in the early 80s.

Chuck Norris was a Vietnam veteran that was awarded several times for countless heroic actions in Laos and Cambodia. Some classified videos could be found here in there but I can't tell you more for security reasons...

It's no longer classified. All of his actions are faithfully reinacted in the Missing in Action "documentaries".

No Delta was not formed by then, but the founder of Delta COL. Charlie Beckwith, had a project over there called Project Delta, where he tried out some ideas that he learned during his time with the SAS.

Green berets? Are they the same as MACSOG, at least back then? Or maybe they were part of MACSOG.

SOG's were tasked with studying and observing and sometimes killing and capturing the non-existing Vietnamese Communists in Laos and Cambodia. Often the said ephemeral Communists objected to being studied and the groups needed to kill them anyway. For great info on the subject see 2 stupendous books by John L. Plaster that just came out. SOG American component were green berets. Not all green berets were in SOG. As a matter of fact, only a small minority were. There was a non-American component to SOG. Pretty big component.
SOG's did not take orders from MACV., though nominally they were under MACV, btw.
