He's talking about John Murtha, Democratic Representative from Pennsylvania. Former Marine officer who served in Vietnam, but became an enemy of the Marine Corps Brotherhood when he prematurely passed judgement on the Marines who were accused of crimes in Haditha, Iraq.
He was also guilty of gross pork barrel practices.
