Did Obama change the US politic with Israel and arab states regarding weapons sales ?

I saw that US blocked Apache Longbow sale to Israel and in the same time they sold better F-16, Harpoon II to Egypt, more than 2000 TOW 2 to saudi Arabia threatening the israeli superiority.

Some say that Obama pressures Israel by refusing to sale major weapons, linking that to progress in establishing palestinian State.

Regarding arabs some say, that Obama improves their weapons against a future conflict with Iran.

What do you think of that ?

Most weapon deals with Arab states were approved during Bush's era. There is really nothing new with selling advanced US weaponry to leading Arab states.
