Yes, I know it's not obvious, but if they want to prove the efficience of this manoeuver they need tho make the landing too.
But I want facts too, so I will bring back some more accurate information about it.

The Air Force next week will rehearse how it will respond to a Chinese attack on its air bases during a war by creating a temporary runway on one of the island's main expressways for two Mirage jet fighters, Ministry of National Defense (MND) officials said yesterday.
The exercise, which involves landing the jets on the road, tests the abilities of Taiwan's Air Force to create alternative runways if an enemy destroyed or damaged its air bases.
It is part of the "Hangkuang No. 20", the island's largest series of military drills for the year, which evaluates the joint combat abilities of the island's military forces.
"This is a necessary measure that will both ensure and bring into play the combat readiness of the air force," said the MND spokesman Major General Huang Suey-sheng.

Huang said this exercise, to be held on July 21, will be an important one.
The exercise comes as China gears up for military drills this month on Dongshan island, 150 nautical miles away from Taiwan's Penghu island, where the superpower will simulate a mock invasion of Taiwan.
China's state-run media recently said the Chinese military would use these exercises to focus on achieving air superiority over Taiwan.
Local Taiwan media have also said an attack on the island's air bases is likely in the event of war, as the early stages of a Chinese attack would involve a rain of missiles on the island to take out key command centers.

Lei said the exercise will test the military's grasp of traffic control, road clearance, air traffic control and other aspects of the logistics involved in the exercise.
Traffic flow going southwards on the section of the expressway between the Jen-teh and Lu-chu intersections will be closed July 19 and July 21 from 11:00 p.m. to 6:00 a.m. as the military first clears away and then replaces a concrete barricade on the expressway.
The entire section of the expressway will be closed off from 3:00 a.m. to 9:00 a.m. on July 21 when the exercise takes place.
The government will announce alternative routes for traffic, defense officials said.
Lei said that any jet fighter in the Air Force could perform take-offs and landings on the island's main roads but the Air Force chose to use Mirage jets as they were safest and most environmentally-friendly.
Lei said this will be the first time the Air Force will land a military plane on this expressway in 26 years. But before 1978, when the freeway was first opened, F-104, F-100, F-5 and T-33 fighter jets had practiced landings and take offs on parts of the road that eventually became the freeway.
In related reports, a military exercise held yesterday morning in Kaohsiung caused six domestic flights to be delayed as the Kaohsiung International Airport closed its runways for one hour.
The military exercise held yesterday morning between 10:00 a.m. and 11:00 a.m., caused delays for Mandarin Airlines and Uni Airlines flights arriving from Taipei, Hualien and Magong, as well as a Uni Air flight from Kaohsiung to Taipei.
Passengers complained that they did not receive any advanced warnings that their flights would be delayed, according to the Central News Agency.

Oh yeah I forgot, and the Norwegian, Finnish AF as well I presume?
I wouldn't know if the ROKAF and JASDF had done the same thing
before, then again it's no big surprise that any seasoned
fighter pilot can land/TO from any highway with only visual
and onboard instrumentation aids.

Check out Cryprus.
The main road between Nicosea and Limassol has a 3 mile stretch built into it. driving through you can see the hard standings for the aircraft and the side ares for the ATC.

And you can notice the margin of the lenght despite Mirage 2000 are relatively "long taking off". But in this pics they have also a very light configuration.

And the Poles are used to practice this sort of training too.

Obviously, they landed on the highway first. They took off after refueling and arming.
