Just when I thought I was out of the Transportation Security Administration business for a few columns, they pull me back in.
Did you hear about the Camden cop whose disabled son wasn't allowed to pass through airport security unless he took off his leg braces?
Unfortunately, it's no joke. This happened to Bob Thomas, a 53-year-old officer in Camden's emergency crime suppression team, who was flying to Orlando in March with his wife, Leona, and their son, Ryan.
Ryan was taking his first flight, to Walt Disney World, for his fourth birthday.
The boy is developmentally delayed, one of the effects of being born 16 weeks prematurely. His ankles are malformed and his legs have low muscle tone. In March he was just starting to walk.
Mid-morning on March 19, his parents wheeled his stroller to the TSA security point, a couple of hours before their Southwest Airlines flight was to depart.
The boy's father broke down the stroller and put it on the conveyor belt as Leona Thomas walked Ryan through the metal detector.
The alarm went off.
The screener told them to take off the boy's braces.
The Thomases were dumbfounded. "I told them he can't walk without them on his own," Bob Thomas said.
"He said, 'He'll need to take them off.' "
Ryan's mother offered to walk him through the detector after they removed the braces, which are custom-made of metal and hardened plastic.
No, the screener replied. The boy had to walk on his own.
Leona Thomas said she was calm. Bob Thomas said he was starting to burn.
They complied, and Leona went first, followed by Ryan, followed by Bob, so the boy wouldn't be hurt if he fell. Ryan made it through.
By then, Bob Thomas was furious. He demanded to see a supervisor. The supervisor asked what was wrong.
"I told him, 'This is overkill. He's 4 years old. I don't think he's a terrorist.' "
The supervisor replied, "You know why we're doing this," Thomas said.
Thomas said he told the supervisor he was going to file a report, and at that point the man turned and walked away.
A Philadelphia police officer approached and asked what the problem was. Thomas said he identified himself and said he was a Camden officer. The Philadelphia officer suggested he calm down and enjoy his vacation.
Back home in Glassboro a week later, Bob Thomas called the airport manager and left her what he calls a terse message.
He was still angry enough last week to call me after I'd written a couple of columns about travelers' complaints of mistreatment by screeners at the airport.
"This was just stupid," he told me.
At the very least, it was not standard procedure.
On Friday, TSA spokeswoman Ann Davis said the boy never should have been told to remove his braces.
TSA policy should have allowed the parents to help the boy to a private screening area where he could have been swabbed for traces of explosive materials.
She said she wished Thomas had reported the matter to TSA immediately. "If screening is not properly done, we need to go back to that officer and offer retraining so it's corrected."
Davis also said TSA's security director at the airport, Bob Ellis, called Thomas last week to apologize. He gave Thomas the name of the agency's customer service representative, in case he has a problem at the airport in the future.
Afterward, Thomas said he appreciated Ellis' call. He said he had no interest in pursuing the matter further or in filing a lawsuit.
"I'm just looking for things to be done right," he said. "And I just want to make sure this isn't done to anyone else. Just abide by your standard operating procedures."

Someone forgot to put a cover on the TPS report which stated, "Leg braces need not be removed to conduct a body scan. When in doubt conduct a pat down search."

Especially with regards to 4 year old children! Maybe the TSA employee thought it was Ripley's power loader from Aliens?

That is quite sad. At least the guy stayed calm and didn't end up in prison and without a job himself. It's only if people act constructively like this man can this type of behaviour be minimised.

As a TSA officer, ill be the first to say its already too hard for people to loose their jobs and certifications as it is. Unionization is a terrible idea.

Ive seen the same officer miss the same test threat item, brought through the same checkpoint, the same way, 3 seperate times, and not loose their job. I can understand that a determined enemy (or in this case test officer) will be able to slide something by once in a while if its well hidden. But to be able to do it repeatedly in the same way with the same person, even after they are retrained and sent for remedial skills practice, shows a blatant example of either laziness or such a lack of competence that they are unable to perform the job...


TSA needs badly to change its hiring requirements and training. The job of a TSA officer has become more and more technical... many of the officers who have been around since prior to 9-11 are getting up there in years and just dont have the technical skills to use the equipment effectively, and dont understand the new threats they face. ... the list of things the screeners need to be watching for has increased significantly, and the technical know how of the average screener hasnt increased enough along with it. Thankfully they are finally starting to hire some younger, brighter staff... especially at some of the bigger airports where its needed most.

As for the original story... The officer did not properly follow procedure. People with mobility aids are asked if they CAN remove the device for x-ray screening. If they cannot remove the device comfortably, then they are taken to a private room where they recieve a pat-down and the device is physically inspected.

THis isnt a case of overkill. Juveniles and people with disabilities and mobility aids NEED to be screened. Again and again weve seen knives and guns concealed in canes and braces of various types. Guns built into the frame of wheelchairs. Pounds and pounds of cocaine stuffed down a youths pants... If some idiot didnt use a handicap or disability device as a way to smuggle before, then it wouldnt be done... That being said, since it HAS to be done, it should only be done in the proper way... People with disabilities can always opt for a private screening with modified procedures that will allow them to for example hold a cane or stay seated in a wheelchair instead of trying to walk through the metal detector and getting hurt in the process.

A few airports i know of have officers who are designated to specifically screen people with disabilities... alot of them are either nurses or EMT's on the side, so they are more comfortable working with people who have injuries and may have limited mobility.

wtf is up ? a kid gets in jail for doodling on a desk and now this ? its not the kids we're supposed to be worried about.

Yeah but dude, you have to equally screen juveniles as you would adults. If you dont, you end up with Mahmoud Abdul Muhammad stuffing his 12 year old full of guns and just letting him walk on the plane. Terrorist groups clearly show no concern for their own kids... Its a sad reality, but it is a reality none the less.

I allways wonder when I pass through Zurich airport that they search you for any sharp metal object, yet you can buy swiss army knife in the duty free zone. :-D

Up until The christmas plot, this would have been the case... But finally people who are citizens of, traveling to, from or through certain countries are now automatically targeted for increased screening... Officially, reverse descrimination is no longer a policy... Unfortunately, there are still officers on the line who still dont feel comfortable giving people extra screening based on nationality or travel history... So it usually causes an argument right in front of the line of passengers which makes TSA look even worse....

The TSA screeners should go to Narita (Tokyo International) so see how it should be done.
