'Operation Exodus': Louisiana Sheriff Taps Locals For Emergency Security Plan

A Louisiana sheriff plans to arm volunteers with shotguns, riot shields, batons, and a .50-caliber machine gun mounted on a "war wagon," as part of "Operation Exodus," a program to provide security in the event of a terrorist attack or civic unrest. "It's a calling," he says.


The office of Sheriff Larry Deen of Bossier Parish, near Shreveport in the northwest part of the state, last month selected for the program 200 local residents -- mostly ex-law-enforcement personnel -- and began training them in "defensive techniques in the event of a struggle," reports (http://www.shreveporttimes.com/article/20100227/NEWS01/2270314/1060/NEWS01) the Shreveport Times. The plan calls for the new recruits to be sent to protect food from grocery stores, gas from gas stations, and other crucial local resources, should the situation demand it.


A press release (http://www.bossiersheriff.com/public-view-news.cfm?id=781) from Deen's office announcing the program declared that "recent terror threats" had made clear that "homegrown terrorists are in our midst." It continued: "With the easy accessibility of the internet, it is quite possible that these local and international terrorists can form a national or multiple location attack on our nation at any given moment."



"The buck stops with Larry Deen," the sheriff, who didn't immediately respond to our interview request, told the Times. "I am the chief law enforcement officer in this parish, and it is incumbent upon me protect all of the people in it."


The press release added that Operation Exodus got its name in part "because of its Biblical relevance," explaining that "[i]n the book of Exodus, the Israelites were totally on their own, learning to be self-sufficient and handle everything alone, just as the plan provides."
In a video of the first training session, posted on the sheriff's office's website, the recruits -- almost all white and male, and many appearing to be past middle-age -- gamely practice their hand-to-hand combat techniques.
Doyle Dempsey, a sheriff's deputy, explains in the video that the training session is designed to "set up a prevention mode to implement during Operation Exodus." The idea, says Dempsey, is to "show an overwhelming show of force prior to any incident taking place."

The video also shows a sign, apparently posted at the training session, which reads: "Hard In Drill Easy In Battle. Somewhere Right Now Your Enemy Is Training So That When He Meets You He Defeats You."
Deen said that the program will cost just $4,500, in part because weapons, such as a .50-caliber machine gun mounted on what the sheriff's office calls "the war wagon," have previously been bought.


Deen added he'd been mulling such a plan since the 9/11 attacks -- but he denied to the Times that he was creating a militia. "We run from that word," he said. "We're just the opposite [of] that word."

Pretty damn sad that the word "militia" has turned into a bad thing. Technically he is building a militia and will have to either deputize those citizens at the event of an emergency or place them on a "reserve" deputy status.

Arming civilians and giving them authority to act as a county defense force during a time of strife against a defined enemy. Is that not a militia?

In most cases, I have a huge problem with yahoos running about with guns playing soldier in the woods. But, he sounds like a serious man. Silly operational name notwithstanding. It should have been "Operation Stay and Protect Sh*t"... Exodus just sounds like you're leaving, or you're a self important end of days wingnut type... If this Sheriff can impress upon these men a set of strict ROEs, and that they are there to truly protect and serve, not to lynch looters and drink beer then I'd say it's a good idea. Like a local home guard. I'm OK with that, Lord knows security and good order broke down substantially during Katrina...

Also note many of the 200 are Ex-LEO's (retirees most likely) Men and Women likely to understand it isn't an excuse to play Montana Militia.

not exactly sure what one .50mg is going to be of use.( but if your a police department you can get lots of junk off the US military cheap after the killdozer incident I bet some PDs looked into getting some sort antitank weaponary!)
may be they got in case TOP GEAR go back :)

From the description, and the interview, it looks like a reserve deputy program (although the article reads with a slight slant). As long as the guys (I didn't see any females) are screened, and proper training (weapons handling, defensive tactics, first aid, and most importantly, instruction on state and federal laws), I wish them luck.

I some areas I could see the use for a .50 cal (in some areas local law enforcement is responsible for responding to attacks on munitions plants, nuclear facilities, chemical storage areas, ports, etc.), and a fifty could come in handy for disabling vehicles and boats.

It's not a militia but simply a reserve corps of deputies. It's somewhat common in Texas, especially in the sparsely populated western counties, similar to volunteer fire fighters. They come in quite handy when tornadoes and such rip a town to pieces. But of course many want to make it appear as some sort of crackpot thing.

Fair play to him. Its a good idea to plan for some thing before it all turns to rat sh1t, rather than hotch potch it on a shoe string during an event. The .50 will be good for traffic stops :)

It makes since for local communities to organize groups like this, be they reserve police, deputies, volunteer fire and emergency service personnel, or state defense forces. You don't want to wait for a disaster to strike, and then try to figure out what you're going to do, or hope the state and/or federal government is going to come riding to the rescue. While they will eventually provide you with assistance, the initial response to an incident is a local responsibility. Having a cadre of trained personnel to call on, will make that initial response easier.

It sounds like a good idea, how-ever would probably work better if they had volunteers under the age of 50.

These guys are going to be used to backup the local sheriff deputies and police. As long as they're competent, and are physically capable of performing the job, age shouldn't be an issue. I know we have several reserve over the age of 50. They do everything from court security, to inmate transport, serve summons, and criminal warrants.

Guy's pretty forward thinking. I remember a few years ago, (I forget what state) another sheriff formed a similiar group and called them a "sheriff's posse" a group of stable members of the county (parish) to rally forth in the case of some signficant event to add to the sheriff's office. I think it is a great idea as long as you can keep the quality of the members up.
