Here's the final report from the 9/11 commission. Some interesting things within the document but it's pretty long (as in hundreds of pages).
A few things to point out:
The commission came to the conclusion, having read all daily presidential breifings over the last decade or so, that while both Clinton and Bush must bear some responsibility neither president was aware of the full picture, the seriousness of the developing situation or indeed many of facts that might have enabled either of them to assess and act on the situation. In fact, the events of 9/11 came as a surprise to both the public and the president and the little info he had been briefed about led him to totally underestimate the threat, I imagine this applies as much to Clinton and to Bush.
