Ive seen many pictures of a regular israeli guy, but hes carrying an m-16. Are the civilians there allowed to be heavily armed?

well all of them serve in their military men 3years women 2 (correct me here) and their settelers are usually armed.

You've probably seen an armed settler,, but they don't actually carry M-16 all of the time,mostly they have them as part of an armed emergency unit in their settlements .
Actual private weapons are very limited in Israel, and are only given to certain professions and in certain regions.

Edited: Age for service is usually eighteen.

soldiers in israel carry all the time(whan thay are in uniferms) the personal weapons. settelers are allso alwod i thing.

It`s a bitch.
It all depends of pretty obscure criteria, like where you live, your profession, your military and judicial past.
Let say that if you live in border areas, settlements, region deemed dangerous, you might get a licence for ONE hand gun, and if you`re a part of the civil guard, or emergency response team of your village, you might then be allowed to carry a long rifle, such as M1A1 carbine, m16, I saw a FAL once and a ak47 once too.
Basically if you live in tel aviv, haven`t been an oficer in a combat unit or are not a convoyeur of a jeweler, forget about owning a gun. :( .

Watching a group of school children play while their teacher stood over them with an AK hanging from a strap across her back. when she went inside she gave it to another teacher that was to remain outside until she returned, and yes, they all knew how to shoot them!!

This is mandatory by law, if you have more than a certain amount of kids, or travel with a group, the law requires you to either insure protection or to hire one or two guards.
I`ve got a budy who works as a security guard for foreign groups, and guess what he got last time?
A freaking m16 with m203 attached :D , but no grenades :( .
In anyway, we learned the hard way that groups should always have armed guards, at least to cover the putting to safety of the larger number.

Not just settlers, every one who lives near the border can buy a pistol, and in some places they get a rifle as part of "civil" protection group.

Where I used to live everyone have M-16 at home, and some of the man are part of a group which has a role in protecting the town when needed.
It's not a settlement, but it's very close to the border with Lebanon - Hizbullah yellow flags all around.

(they practice and all...play like kids, dreaming about the happy days in the military, away from their wifes ;) )
