Theyre inspecting the flaperons. Typical for a pre-flight inspection. I know some of you will say whats a flaperon?! A flaperon is a combination of a flap and an aileron used on high performance jets such as this F/A-18.

I don't even see how the guy on the right has grip to even stay up, they must have caught it when they jumped up real quick.

The picture with the F/A-18 must be photoshoped. Those two sailors look way too small in comparisson with the plane. As for the first picture the sailor is attaching externall cargo to the belly hook of an MH-60S.

what are they doing ?
connect (or disconnect in this case) Ground cable to prevent electrostatic problems before the loads touch the floor of the ship.
