Red Cell was set up with members from the former and now defunct Seal team Six (not DEVGRU).
They were a super secret group who's primary objective was to test the securness and impregnibility of US naval instalations around the world. Hense their name, they were to live and act as a terrorist cell would in their actions to lie, cheat, steal, and sabatoge in order to see if these instalations were indeed, secure. Many times, they were successful in their ability to "beat" the US navy's security, which proved that greater measures were needed.
They were disbanded because, in a way, they beat they navy too much. Of course, they were suppossed to participate in scheduled attempts of incursion, but as you could see, this is pointless because the base commander would know these "terrorists" were coming and could prepare. So, against orders, Red cell members began random and unscheduled "attacks", thus embarrassing the navy and pissing off the brass even if their method were more realistic
Red Cell was founded by Richard Marcinco, founder of the origional Seal team 6.

Red Cell still exists....well the name does atleast. OP-06 conducts AT/FP surveys and supervises limited, command facilitated, OPFOR "attacks".
In a very limited profile Cell-mates will actually aggress targets to provide certification to a specific area and its security posture.
