But hey, you have to think about...its hard...in the movies (futuristic) they have all big guns, weapons, lasers and all the stuff. and the producers "now" only make small guns, see the movies and think...hey we have to start making biggeeeeer guns that look more futuristic...

The PHASR rifle, a low-intensity laser, can skirt this regulation, as the blinding effect is apparently temporary.
