Integration of the 10th Polish Kavalleriebrigade into the 7th German armored division co-operation with Poland in the context of the NATO alliance has an outstanding meaning for the German army. The comprehensive support of the Polish armed forces with the integration into NATO and the practical co-operation of the ground forces of both countries are basic elements of a long-term co-operation between Germany and Poland. The Polish armed forces are in a profound change. The personnel strength of the Polish armed forces sank from approx. 400,000 soldiers at the beginning of the 90's on approx. 165,000 soldiers for the end of the yearly 2002. At the same time was the portion of the occupation and time soldier's increased and Western understanding appropriate?

NCO corps set up. Poland plans to lower the military
service duration after 2004 on nine to ten months. The Polish ground forces will exist in their goal structure of approx. 90,000 soldiers and in the core of reaction forces in four divisions and four independent brigades as well as two airmobile brigades. The structures of the mechanized brigades should be comparable with the western allied one.

The Polish army is merged with the multinational corps northeast in Stettin (ed. NORTHCORPS - not EUROCORPS), a Polish litauischen battalion, and a Polish-Ukrainian
battalion as well as over the Polish Czech slowakische brigade often into multinational structures. Tip of the spear of the Polish army is the 10. Polish Panzerkavalleriebrigade (10th (POLE) PzKavBrig), their location in Swietoszow, between Cottbus and Wroclaw (Breslau), lies. It is since beginning of the process of integration the model brigade of the Polish army. The 7 Armored Division (7th PzDiv) in Düsseldorf is
for its part one of the two German divisions, which is assigned to the reaction forces of NATO. For employments within this framework a long tradition of co-operation with the Allied COMMAND Europe exists rapidly Reaction Corps (ARRC) in Moenchengladbach.

Roots of the process of integration the 10(POLE) PzKavBrig is due to their structure and equipment for the integration into the 7 PzDiv when used under the command of the ARRC particularly well suitably. The 7 PzDiv has, beginning 1999, a "concept for the integration of the 10. (POLE) PzKavBrig (integration concept)" compiles its objectives earliest possible manufacturing of interoperability under crisis reaction forces? Criteria on the one hand and the development of the 10(POLE) PzKavBrig to the "model brigade" of the Polish army on the other hand into phasenweise developed process of integration were. The integration concept was contractually regulated by agreement on level of the army inspectors of both countries on 18 February 2000 in Poland. As the
possible material equipment for the brigade Poland had explained the readiness for the assumption of German equipment after discussions of many years on line and expert level. Crucial bringing up for discussion took place on the occasion of an edge discussion of the former German Secretary of Defense Scharping with its Polish colleague on 13 November 2001 in Karup (Denmark). The following meeting of the then state of Dr. Stuetzle with the Polish undersecretary of state Zemke on 5 December 2001 in Warsaw led to the rapid Finalisierung of the project. On 29
January 2002 the agreement (memorandum OF Understanding (MoU)) was signed for the "improvement of interoperability of German and Polish materiel" and the hiring contract for German materiel on 29 April 2002 at the edge of the trilateral GermanDanish-Polish Secretary of Defense meeting in Warsaw.

The solemn delivery of the first tanks and peripheral devices took place on 16 September 2002 in presence of the Polish president Alexander Kwasniewski and the German Secretary of Defense Dr. Peter Struck as well as a large amount of high political and military office-holder. Integration concept of this so far for Germany singular project covers the integration into the 7. PzDiv, the hiring (ed. I assume purchase) of 128 battle tanks leopard 2 A4, armored recovery vehicles, armored bridge-launching vehicles, command post vehicles, guidance means, wheeled vehicles, an original allocation of equipment at spare parts and tools and training aids, training for Polish personnel in Germany and Poland and logistics including a logistic group of supports. In this integration concept the
framework is fixed for a co-operation between the nations and the goals of co-operation. First substantial task was the definition of the procedures for attendance, conferences, training and exercise activities and the development of standing operation Procedures for the ranges guidance procedures, guidance and connecting organization. Here it
concerns e.g. questions such as transfer OF Authority, integration into the training before/after transfer into an operational area, sicherstellung of the peace supply in the locations as well as to a transfer around procedures of co-operation from jaegers, artillery, pioneers, army air defense, ABC defense, logistics, medical service, guidance and telecommunication system, personnel management, etc...

Essentially by the 7 PzDiv compiled integration concept defines 3 phases: By first becoming acquainted with and a situation statement, the ranges to down, subordinated over the establishment of a training programmed, compilation of procedures and participation that Poland in projects of the division as well as in, on the battalion level, up to the complete integration that Poland (OpCon) as the third maneuver element of the division with operations under guidance of the ARRC.

The phase 3 is located thus in the indication of the transition to normality and obtaining a coherence in the context of the division. In co-operation between the 7 PzDiv and the 10(POLE) PzKavBrig was from the outset the goal of guaranteeing interoperability between troop units. This "capability from systems, troop units and armed forces to
cooperating with the goal of ensuring the common fulfillment of the order" (army regulation 100/900 "guidance terms") enclosure with it not only technical aspects, but among other things also aspects like a common language, resembles itself terms, a uniform view of tactical operational sequence and processes up to" knowing "the soldiers of the different troop units.

In the context of the process of integration into the 7 PzDiv was therefore accomplished since the signing of the integration concept in the year 2000 in an extensive and complex program a multiplicity of measures. Constantly leader training took place in the form of troop attendance, exercise participation and seminars. Here the development of common principle documents and the integration of Polish personnel
were located in exercises of the division (plan exercises, engagements, condition exercises, computer-aided exercises) in the foreground. Became parallel in preparation for the assumption of the German material into the brigade. Starting from 2001 begun, in the context of training courses at the troop schools of the army as well as in troop units of the 7. To create PzDiv (in the emphasis tank battalion 64 in Wolfhagen) the training-lateral conditions for the use of the equipment in Poland. This comprehensive training support reached from the crew training at the battle tank over the re-education of military force driving teachers, training of tank drivers, and training from communications personnel to the training of logistics personnel with appropriate practical courses in the division. This program will presumably be terminated in the summer 2003. A Polish liaison officer in the staff of the 7 became additional. PzDiv assigned, which maintains there the indispensable direct contact between
the division and the brigade. Regarding the integration of the 10(POLE) PzKavBrig into the 7 PzDiv gave it in the November of 2002 two goals, which represented provisional milestones of the integration: For the brigade as troop bodies it was the NATO exercise "ARCADE FUSION 2002", into it in the context of an exercise of the ARRC the conditions of interoperability with the 7 PzDiv to prove could. The successful complete integration was officially certified the brigade on 18 November
2002 by COMM other the ARRC at that time, lieutenant General (UK) Sir Christopher Drewry. The other milestone was, almost at the same time, a first common troop exercise area stay of the German tank battalion 64 with the Polish tank battalion 1 (equipped with battle tanks leopard 2) on one, close Swietoszow lain, troop exercise area in Poland, in order to prove the ability to co-operation also on the troop level. Also this project proved as full success.

Equipment with German material at the beginning of September 2002 was delivered the first equipment package with German material to the Polish army. The setting into service of the first Polish company with 15 battle tanks leopard 2 A4 was committed at the 16.September 2002 in
Swietoszow with a solemn ceremony. The delivery of the major item of equipment is to be final in accordance with contract by 30 June 2004, can however probably already rather be fulfilled. The bilateral co-ordinate logistics concept plans that the German side in the use renders logistic support depending upon need and gradually the logistic support of the brigade equipment takes over the Polish armaments industry. From this an intensive co-operation relationship arises. The
German system companies are ready for it, fundamental conceptions already exist. The hiring of systems and devices of a German tank brigade means the entrance of Poland into the equipment of the Polish army with western equipment. To the safety device of the own know-how and around interoperability in the national Polish framework between the
battle tank types leopard 2 and T-72/pt-91 to repair, the Polish army considers the modernization of T-72 on basis of the building group technology leopard 2.

Logistic co-operation additional intends Poland, the 10(POLE) to support PzKavBrig logistically like a German troop unit on the German logistic system. This was already considered in the planning of the support (e.g. by training). Beginning to the center this yearly is planned to furnish a German "logistic group of supports" temporally limited in Swietoszow in order to be able to accomplish apart from the training-lateral measures already mentioned also a practical consultation locally. Besides experienced teachers of the 7 lead PzDiv regularly training further with Polish tank crews through, in order to
pass the necessary experience on in the daily technical handling andmaintenance of the battle tanks.

Both the 10 stands for view after the provisional conclusion of the process of integration. (POLE) PzKavBrig and the 7 PzDiv in relation to new challenges. 2003 stand for the Polish brigade essentially in the indication of a reorganization of the structures from so far three tanks-, an armored infantryman -, for an air defense and a tank artillery battalion to a structure with only two tank battalions and an armored infantry battalion, for it however a larger number of companies. The remaining battalions register likewise internal changes.

The 7 Armored division is at present in international mission, for which the troop will bind into the year 2004 inside. After it common exercises and purposeful interoperability training could only be taken up again. Up to then the complete vehicle equipment will have been probably handed over to the brigade and first own experiences with the new combat vehicles become to be up to then likewise present. Co-operation on the troop level will however not tear off: Within the framework in the autumn between the 10. (POLE) PzKavBrig and the German tank brigade 21 in August village closed sponsorship as well as the close contacts between the battalions it will give a set of activities, including the crew training for the soldiers 2. Polish tank battalion in Germany.

Altogether this project with the facets integration, training, logistics and material hiring in, after local evaluation, in Europe, unique venture, represents with which with each step new ground will enter. The Polish president Alexander Kwasniewski described this as follows in all its dimensions in its speech on the occasion of the solemn delivery of the first battle tanks leopard 2 on 16 September 2002: "such instants like these enter history, because they have a symbolic dimension. The event, in which we participate now in Swietoszow, does not have alone a political, military or economic meaning. It is above all as it were a large symbolic quick-motion apparatus, which describes the extent of the historical changes, all what succeeded Poland and the German in Europe, which takes a new path, together."

Germany is allowed to have whatever weapon system it wants. It was til the late 80s, that there were restrictions. Germany has around 20 U-boats.
