This is already the norm in India.
No ID proof, no phone.

I think it's the norm everywhere. In the UK, you'll have to fill out a form before purchasing a mobile phone (I know I did). And SIM registration is know compulsory down here in Nigeria.

In Spain became the norm after the 11-M train bombings.

While the goal may not be stated that way, you need an ID in the US as well. Ever try to get anything but a throwaway phone in the US without an ID and credit card?

Same in Italy you need to give your fiscal code (sort of like National Insurance Number) to buy a SIM card.

same in Russia. You cannot buy a sim card, modem, or phone without showing your official passport and writing down your personal data.

Wrong. You can buy a modem or a cell phone freely, like any other gimmick, no id required. You show your id when buying a sim card because providing telecommunication services requires a written agreement between the customer and the telecommunication company.

Guess so, but I couldn't buy a USB modem at Bee-line in Khabarovsk without Passport.

It's ok for free world. But it is not ok for totalitarian regimes;-)
