The Japanese vehicle is the Type 60 Self-Propelled Recoilless Gun. Its been in service with the JASDF since 1960 and production was completed in 1979. The Japanese produced it after they saw how effective Jeep mounted recoilless rifles were during the Korean war so they proceeded to make a mobile carrier that could mount 2x type 60 106mm recoilless guns.

To answer your question Tane Angle, the two guns are manually loaded and in the picture there in the down position although the two guns can raised (hydraulic/electric system or by manual hand pump in an emergency) prior to firing.

This concept isn't unique to the Japanese, the US Marines came out witha similiar vehicle called the M50 Ontos tank destroyer which mounted 6x 106mm recoilless guns. After firing the guns the crew had to get out of the vehicles to reload them.
