Iraqi national security advisor Muwafaq al-Rubaie speaks to an unidentified delegate during a break at the national conference in Baghdad 15 August 2004. As fresh clashes in Najaf began, Ahmed al-Shaibani, a spokesman for radical Shiite Muslim cleric Moqtada Sadr, called for new negotiations with Rubaie on the cleric's demands for a withdrawal of US-led troops and a city government headed by the Shiite religious leadership. The renewed violence sparked angry protests at the Baghdad opening of the long-awaited national conference, hailed as Iraq's first experiment in democracy in decades. After opening speeches by interim premier Iyad Allawi and UN envoy Ashraf Jehangir Qazi, dozens of delegates leapt out of their seats, shouting: "As long as there are air strikes and shelling, we can't have a conference."

The conference will first hold working sessions to discuss the transition process, human rights, reconstruction and the issue of justice for those who suffered under Saddam's former dictatorship. On the last day, delegates will select 81 members of a national council to advise the interim government as it paves the way for national elections in January 2005. Two things I can't understand:
1. Every year Japanese politicians(include their PM) went to the Yasukuni shrine to pay respect to 14 A class war criminals in WW2.
2. Japanese amended their textbook to deny Imperial Japanese troops "invaded" China and Asia in WW2.

But I think we should try to understand and make friend with Japanese youths. They are not responsible for these war crimes.

Im suprised as well. I always thought unless there was civil unrest, that patrolling would be a cops job. Its the governor's discretion. Since NG are not a federal force (under Title 10) they can only be called up by the state government. The other way they can be called into action is if they are federalized (Title 32). Their federalization brings in new restrictions because of posse comitatis.

3RAR, I understand what you mean but just because they were following orders doesn't excuse them from the atrocities they committed, the profits they made, crimes ignored, and above all, annual celebration of their crime at the Yasukuni shrine.

Its like saying some nazi (eg SS concentration camp guards) shouldn't be held reponsible for particpating, wittnessing and at time displayed pleasure and pride of what they did.

But the aim was towards the government those repeated denial is an insult to the millions of dead. They should respect their deads, they should respect their war deads, even criminals as families did lost their sons and never had their bodies returned.

But its a different story when members of an Asian-holocaust denialist government publicly display their respect for their leaders and soldiers who instrumented the holocaust.. and the annual 'celebration' at the Yasukuni Shrine.

cheers,

Unfortunately these are the wrong "allies". The Imperial Japan Army(IJA) was United States' mortal enemy 60 years ago. Although the U.S. does not support the Japan imperialism and militarism, these are still alive and well, as portrayed by the extreme right wing groups in Japan whom are anti-immigration, xenophobic(anti-foreigners) and so on. On the other hand it should be the JSDF as the legitimate US military ally forces.

1. Yasukuni Shrine is a memorial to all of Japan's war deads dating back to its wars with Imperial China in the 19th century down to 1945. Thus, it includes the convicted war criminals because they are, by definition, war deads! Two problems here: 1) all the deads fought in foreign wars. None of the wars could really be described as wars to resist foreign aggression. 2) even if we were to allow Japan to mourn its war deads, it would have been sensitive and considerate on Japan's part to at least remove the shrines to the Class A war criminals. They, of course, don't do that and it's an aweful rub to the other Asian nations.

2. Japan's inability/refusal to deal with its past aggressions means that its Asian neighbors cannot really consider it fully rehabilitated, in the same sense that Gemany's European neighbors now see the new Germany as a completely different breed from its ancestor.

It's called the Deltoid and Axillary Protector, or DAP for short.
