Mainly of psychological value I'd say.

It was actually effective. It was designed to confuse submarines looking at you through a small periscope in a grey, cloudy day (as is often the case in the North Atlantic) so the submarine captain wouldn't know exactly in what direction was the ship going. Think about it for a while, look back at the pictures and you will see the rationale of it.
Also, those acid trips did help.

As Miguel says would confuse a sub skipper as to bearing, speed, etc. Other patterns such as Measure 11 Sea Blue made the Vessel harder to spot from the surface and air.

Dazzle's effectiveness is not certain. The British Admiralty concluded it had no effect on submarine attacks, but boosted crew morale. It also increased the morale of people not involved in fighting; hundreds of wonderfully coloured ships in dock was nothing ever seen before or since....

Measure 1 was both effective and simple.
