How is the tripod i have seen that spotters and snipers use to either rest a spotting scope or rifle made? What materials are needed? It looks like 3 sturdy sticks and some kind of rope wrapped in a certain fashion.

I think what your looking for is shooting sticks. They've been used for years by hunters (at least since the 19th century) and traditionally they were simply two crossed sticks tied together but the three stick pattern was also quite common. Heres a link describing a simple homemade one:

If you want to go ****e all you need to do is cut the sticks to the required length.

two or three poles (old tent poles?)
some 550 para-cord (or any type of rope/string)

The US snipers use photo tripods modified with foam from sleeping mats and 100 mph tape to create a half-pipe to lay the rifle in.

The brits prefer simple sticks; broom sticks are often used; once they are cut in three, it also works fine with para cord and is less bulky than photo tripods.

Small diameter bungee cord wrapped very tightly, three sticks (your choice) of same length. You can wrap some hockey stick tape or other ruff surface tape around ends where the rifle will lay. Or, you can make a cradle out of a soft material like someone mentioned earlier. You just have to carry it with you or the tripod won't fold up!

eh....probably would cost me an arm and a leg. Better stick to my own craftmanship.
