Maybe their target range is close to settlements or national park so they need to silence their cannons. ?

Europe is very tight, so usually there is no enough place for big field trainig centres, on other site europen union have some rules about noise emission. So if training ground is near to lived areas military must pay fines for peace disturbations , and here goes that briliant idea to put supresors on howitizers.
