My Answer is: this is not matter of quantity, There will not be enough soldier to stand on every corner or road even we twice amount of soldiers so quality does mater. There should be used beter propaganda, soldiers should be prepared to perform police actions in police way not military way. Maybe this is good time to create some sort of Iraqi FBI to infiltrate criminal & terrorist organisation by locals. Idea with UN forces is good because this could change iraqi perception of peace forces not as ocupation forces but as liberation forces.
