Looks like a custom 5.56 jobber; extra heavy fluted free-floating chrome bbl, prolly 'blued' to take the shine away ...

It shure doesn't . It looks like civil modified SPR (MK 12 mod 0 if you will) .

No, it's a shim. The rail was probably a bit loose (we did say custom, right) and it was shooting low. Hence the scrap-metal elevation adjustment. :P
