LAKELAND, Fla.- Police said they shot an 81-year-old nursing home resident three times with bean bags and hit him with pepper spray when he became suicidal and brandished a small glass vase.

Willie D. Foster, who was in wheelchair and has a pacemaker, was holding the vase over his head and threatening the nursing home staff and police officers, a report of the incident said.

"It was the safest option for the patients and the man," said police spokesman Jack Gillen. "If this were my parent, I would be satisfied with the officers' actions."

Foster was in good condition at Lakeland Regional Medical Center, The Ledger of Lakeland reported. Hospital officials said Thursday they could not make any comment on Foster, because he was admitted under the Baker Act, which allows a person considered a danger to self or others to be held for up to 72 hours for psychological evaluation.

Foster's daughter, Felicia Kennedy, said police and nursing-home officials acted improperly in the incident Tuesday night at Grace Healthcare.

"He's 81 with a pacemaker and has a little bit of dementia," said Kennedy.

She said her father was bruised by the bean bags. "I don't know if they even needed to call police. I wish they had called me first."

The department is reviewing the case to determine if the level of force used was justified, Gillen said.

The nursing home administrator, Joyce Plourde, declined comment Thursday.

I purposefully deleted the date from the following article because you seem to think that the date alone establishes the credibility of the poster. How that relates to the content of the article itself, I don't know, but it's known that many cops aren't the brightest members of society, you included.

A veteran South Tucson police sergeant is under investigation for firing his stun gun to subdue a handcuffed 9-year-old girl.

At the request of Chief Sixto Molina, the Pima County Sheriff's Department is trying to determine if the sergeant committed a crime when he sent a jolt through the child's body.

The police officer used a Taser on the girl at about 5:30 p.m. May 8, Molina said. The nonlethal weapon uses a pulsating electrical charge to immobilize a person for several seconds.

"I'll be the first to admit, you've got a veteran sergeant Tasing a 9-year-old girl, it doesn't look good," said Molina.

The sergeant was one of at least two officers who responded to a call from the Arizona Children's Home, a school for special needs children, on South Eighth Avenue, he said.

"It had to do with a runaway from the institution," the chief said. He declined to provide further details.

The school could not be reached for comment late Monday. But Molina said that the facility is the source of frequent calls to his 25-person department.

Molina said one officer initially responded to the call from the school. That officer requested assistance from another officer and specifically asked that the second officer bring a Taser.

He said the girl was handcuffed at the time the weapon was used.

The sergeant who used the hand-held Taser remains on duty. His name is not being released while the investigation is under way.

"It didn't involve an integrity issue," Molina said. "The officer made a decision to do what he thought he needed to do."

Deputy Dawn Barkman, a spokeswoman with the Sheriff's Department, confirmed a review of the incident is under way but said she had no further details.

The results of the probe will be forwarded to the Pima County Attorney's Office.

"They'll have to present it to us to see if any criminal charges are warranted," said County Attorney's Office spokesman Dan Benavides. "

If you cant see how that adds credibilty to a user then your ethics are already to far gone. Changing anything on posts to give the appearance that police departments are out of control especially from your title statements such as:

"One More trigger happy cop story" and then try to relate it to a tasing incident three years later by stating "this is what happens when they are over 12" is far reaching Cassiar and you know this.

I agree that one seems out of line and you forgot to add that she was kicking out the patrol cars windows but that okay...1/2 the facts is expected from you but in that case she was cuffed and I doubt she could have broken the window....an adult and you can mace them to keep them from destroying property. I dont see her as in imminent danger of hurting herself in the back of the car and a window can be replaced.

Would you like me to start posting the 10's of thousands of cases where the taser was clearly justifiable? It is used by over 120,000 police officers and has been deployed (tested) on 100,000 officers, myself included and on the street over 250,000 times and counting...Do you want to continue this or call it a night you are boring me.

Police Accused Of Firing Taser At Pregnant Bride

EVERGREEN PARK, Ill. -- A man and his daughter have filed a lawsuit alleging a couple of Evergreen Park police officers assaulted them with a Taser gun at the woman's backyard wedding reception.

Clarence Phelps, 54, and Romona Madison, 32, filed the federal civil rights lawsuit Tuesday against two officers and the Village of Evergreen Park.

According to the lawsuit, a black female officer on Sept. 18 told Phelps outside his home at 9124 S. Francisco Ave. that the police department had received a noise complaint after 11 p.m. and that he should turn down the music at his daughter's wedding reception, NBC5's Renee Ferguson reported.

Phelps, who is also black, said he turned off the music, but the officer did not leave, according to the lawsuit. When Phelps approached the officer to ask why she was still on his premises, she demanded his identification and called for backup, the lawsuit states.

But, according to a statement from the Evergreen Park Police Department, the officer called for backup after Phelps called the officer an expletive.

Another officer arrived and tried to arrest Phelps, who police claim pushed the officer. That's when Phelps was shot with a Taser gun. According to Phelps' attorney, the officer used the stun gun without provocation.

Phelps, who is a part-time state police officer and truck driver, was then taken into custody, Ferguson reported.

In court documents, Madison states she saw what happened to her father, screamed, and asked the officer to stop. The officer allegedly turned the Taser gun toward her and threatened the bride with it, according to the lawsuit.

Madison ran into the home, and one of the officers followed. That officer then allegedly shot Madison with the Taser gun twice in the abdomen, despite being told by witnesses that she was pregnant.

A ****g from the stun gun reportedly became lodged in Madison's stomach and had to be removed by paramedics, Ferguson said.

A third officer allegedly held a gun to Madison's head as she was being arrested.

After being released from custody, Madison sought medical care and doctors told her the unborn child's vital signs were weak and that tests would show whether she would lose the baby, according to a news release from the law firm of Richardson, Stasko, Boyd & Mack.

"It is unclear, the condition of the baby, but we hope for the best," said Elliott Richardson, the woman's attorney.

The lawsuit accuses the defendants of excessive force, assault and battery, negligence and failure to provide timely medical attention.

No court date was set for the lawsuit, which seeks unstated damages.

Police admit using the Taser gun on Madison's abdomen. According to their statement, an officer found Madison hiding in a closet inside the home. When she refused to come out, police said two officers used the stun gun on the woman.

Phelps was charged with resisting arrest, battery to a police officer and keeping a disorderly house, while Madison was charged with battery to a police officer and resisting arrest, according to police and attorneys.

Phelps was scheduled for a preliminary hearing at 1:30 p.m. Oct. 19 in Bridgeview Court, according to court records.

If you cant see how that adds credibilty to a user then your ethics are already to far gone. Changing anything on posts to give the appearance that police departments are out of control especially from your title statements such as:

"One More trigger happy cop story" and then try to relate it to a tasing incident three years later by stating "this is what happens when they are over 12" is far reaching Cassiar and you know this.

Wow, you can google and you found another story from July 2004. I agree that one seems out of line and you forgot to add that she was kicking out the patrol cars windows but that okay...1/2 the facts is expected from you but in that case she was cuffed and I doubt she could have broken the window....an adult and you can mace them to keep them from destroying property. I dont see her as in imminent danger of hurting herself in the back of the car and a window can be replaced.

Would you like me to start posting the 10's of thousands of cases where the taser was clearly justifiable? It is used by over 120,000 police officers and has been deployed (tested) on 100,000 officers, myself included and on the street over 250,000 times and counting...Do you want to continue this or call it a night you are boring me.

See what I mean about making up stories inside your little head. I posted an article without any comment and you accuse me of presenting only half the facts. If you agree that the 9 year-old girl wasn't in a position to harm herself or destroy anything, then what's your point?

Police Accused Of Firing Taser At Pregnant Bride

EVERGREEN PARK, Ill. -- A man and his daughter have filed a lawsuit alleging a couple of Evergreen Park police officers assaulted them with a Taser gun at the woman's backyard wedding reception.

Clarence Phelps, 54, and Romona Madison, 32, filed the federal civil rights lawsuit Tuesday against two officers and the Village of Evergreen Park.

According to the lawsuit, a black female officer on Sept. 18 told Phelps outside his home at 9124 S. Francisco Ave. that the police department had received a noise complaint after 11 p.m. and that he should turn down the music at his daughter's wedding reception, NBC5's Renee Ferguson reported.

Phelps, who is also black, said he turned off the music, but the officer did not leave, according to the lawsuit. When Phelps approached the officer to ask why she was still on his premises, she demanded his identification and called for backup, the lawsuit states.

But, according to a statement from the Evergreen Park Police Department, the officer called for backup after Phelps called the officer an expletive.

Another officer arrived and tried to arrest Phelps, who police claim pushed the officer. That's when Phelps was shot with a Taser gun. According to Phelps' attorney, the officer used the stun gun without provocation.

Phelps, who is a part-time state police officer and truck driver, was then taken into custody, Ferguson reported.

In court documents, Madison states she saw what happened to her father, screamed, and asked the officer to stop. The officer allegedly turned the Taser gun toward her and threatened the bride with it, according to the lawsuit.

Madison ran into the home, and one of the officers followed. That officer then allegedly shot Madison with the Taser gun twice in the abdomen, despite being told by witnesses that she was pregnant.

A ****g from the stun gun reportedly became lodged in Madison's stomach and had to be removed by paramedics, Ferguson said.

A third officer allegedly held a gun to Madison's head as she was being arrested.

After being released from custody, Madison sought medical care and doctors told her the unborn child's vital signs were weak and that tests would show whether she would lose the baby, according to a news release from the law firm of Richardson, Stasko, Boyd & Mack.

"It is unclear, the condition of the baby, but we hope for the best," said Elliott Richardson, the woman's attorney.

The lawsuit accuses the defendants of excessive force, assault and battery, negligence and failure to provide timely medical attention.

No court date was set for the lawsuit, which seeks unstated damages.

Police admit using the Taser gun on Madison's abdomen. According to their statement, an officer found Madison hiding in a closet inside the home. When she refused to come out, police said two officers used the stun gun on the woman.

Phelps was charged with resisting arrest, battery to a police officer and keeping a disorderly house, while Madison was charged with battery to a police officer and resisting arrest, according to police and attorneys.

Phelps was scheduled for a preliminary hearing at 1:30 p.m. Oct. 19 in Bridgeview Court, according to court records.

Court information was not immediately available for Madison.

First off, I am on temporary leave from my dept so I am a cop in limbo per sey. 2nd Cassiar I do not advocate violence since it is forbidden on militaryphotos.net to threaten other members. I merely found it intriguing that I am going to Scotland to visit my family and I noticed you were from Scotland via East London. Thought we could better understand each other over beers...The "Hahaha your f***** now" statement is my preconceived notion you will not accept.

I wish you no harm...I have seen enough of it as a Marine and an officer to last 100 life times from engagements in war and at home in the States. I just feel you are misinformed about american policing and would like to share some of my experiences with you..Take it for what you will and go with your gut feeling on it...you are probably right.

Why the fvck would I want to meet some touchy ex-cop off the net? Even if you were a 4 foot tall Norwegian forest elf that posed no physical threat to me, I still wouldn't want to meet you. Do this really need explaining?

But it's really telling how you've asked to meet with me in person several times now. I've seen this behaviour before in cops that want to meet with someone outside of the circle of law in order to settle a dispute. Pretty typical stereotype.

It may be forbidden to threaten someone on this forum (though not really enforced), and you can gloss over the meaning of your words as much as you like, but it's very plain that you're the type of cop that has no problem doing at least one thing that's illegal.

@Cassiar, you are defiantly misinformed, maybe you should walk a beat first! These two articles that you have posted are only two small pictures of two separate incidents. Not only do they not paint the entire picture of these two incidents, they do not begin to touch upon the totality of societal confrontation with which officers must deal. I really don’t think you are worth arguing with!

If i had a loved one who was going to kill themselves i would hope the police would taze them instead of letting them do it...

Interesting how the loved ones in each of these cases have spoken out and they didn't like the idea at all.

In one of the cases we have an 81 year-old man in wheelchair who is threatening himself and others with a vase. The cops decide to fire 3 bean-bag rounds at him and then mace him. If this old man was your father, you'd be fine with it.

In another case, a 9 year-old girl with mental problems gets tased after being handcuffed. Nothing at all to do with harming herself or others. If she was your daughter, you'd be fine with that too.
