Probably his unit's designated marksmen. IDF Designated Marksmen use almost the exact same set up and 82nd marksmen have been used M1A rifles for added reach ;)

It just seemed to me (purely by logic, not by any personal experience) that a fairly large, high-power optic would be unsuitable for an m4, which is neither a precision weapon nor capable for long ranges.

Most other photos I have seen of designated-marksman-type setups have lower power sights (like a 4x ACOG), longer-range weapons (like an M1A, or a M16a4), or both.
