Are these guys part of the Military, or are they a civilian group trained to rescue pilots of privately owned commercial planes?

The look military to me, by the look of their patches and the jump wings. Also the fact that they are using C-130s also helps the case that they are military. But then again, they could be Boy Scouts for all I know.

They are wearing Canadian Air Force wings so obviously they are trained by the air force.

Well, we are talking about Canada. It might be different there. And just what exactly do they do? It really doesn't say.

They're Canadian military, along the lines of USAF PJs. First rate.
