How do you interpret this cartoon?
It seems to be belittling the president, suggesting that he doesn't have the experience or wisdom to determine foreign policy, and that the real people in control are the members of his cabinet and administration. It even seems to imply that we wouldn't be at war if it weren't for members of his administration.
Give me a break...
Personally, I'm rather tired of people mocking the president because he doesn't seem refined or "educated," and that he has to be led by the hand in order to decide what is right for the country. One may disagree with his decisions, but if one doesn't know the man personally, or have the first-hand experience to make the sort of judgement that is embodied by the cartoon, then they should refrain from saying anything.
People tend to be quick with their mouths (or in this case, with their pens) if they can score points and make themselves look better than the people in charge.

I think it's another silly shot at the president. People say he's uneducated and that his adminstration is doing all the work, well the fact remains, he graduated from Yale and is certified to fly an F-16 :)
I think graduating from yale is a given if your part of the bush family...
just like graduating from oxford is a given if you are in the royal family

Clinton was horrible I don't care what you say. It is his fault that we lost those men in Somolia and it was his fault Osama was able to do what he did.

It depends on what view one has of human psychology. If you think that there is such a thing as virtue, and that virtues are interrelated, and one can't have one without the other (see Aristotle's Nicomachean Ethics, or Plato's Republic), then one can infer from Clinton's shinanigans that he lacks the virtues of temperance and justice, because this sort of behavior was consistent and repeated. And if one agrees with the premise that the virtues are interrelated, if he lacks one virtue, he lacks all of them, including prudence, which is of paramount importance for leading the country.
On the other hand, with respect to Bush, as far as I know, no one has presented evidence that he's been unfaithful to his wife, nor has any bad addictions, nor participated in any unsavory financial deals, though such allegations have been made. Most of the criticisms have been pointed to a lack of prudence, or practical wisdom, and it is really difficult to evaluate whether one has this virtue or not. With the other virtues, it's pretty clear- cut. For example, if someone does something unjust repeatedly, then one knows what kind of character that person has. On the other hand, in order to know that someone is unwise, one has to know the situations he has been in, the steps he made in his process of deliberation, along with the choice he made. Someone may fumble on camera and make mistakes with his grammar or ****unciation or whatever, but this does not necessarily mean that he doesn't have practical wisdom, just that he may not the appropriate language skill (or perhaps he gets nervous in front of crowds). The point is, the only people who have access to the requisite information to make this sort of judgement with respect to Bush's wisdom are the people who are close to him, and know everything that is going on. Most Americans do not fall in that category.
On the other hand, if someone's a strict materialist, and believes that thinking processes are all physical operations of various compounds and elements, then none of this really matters, because one's pretty much determined to do what he does. There is no freedom whatsoever. So there's no point in making any such evaluations of character.

I see nothing wrong with what the cartoon represents in its truest form. The president is ultimately in control, but the people who know the most about what needs to be done are Rumsfeld, Cheney etc who've already done this before. They both have extreme levels of experience in this exact theater of operations. One couldn't possibly ask for a more prepared leadership in this situation.

While I do wish we had not supported Sadam durring the late seventies/early eighties, I do see the reasoning. After all, Iran was a common enemy among us (They took hostages in our Embassy in Tehran in '79). However, what exactly were the reason the French had dealings with them, besides money?
France has sold weapons to everyone: Spain, when it was ruled by the General Franco dictatorship, South Africa's during the apartheid era, etc.
