Iraqi Shi'ite women line up to participate in their country's national elections, outside a polling station in the holy city of Najaf, January 30, 2005. Secretary of State Condoleezza Rice hailed Iraq's landmark elections as 'the emergence of an Iraqi voice for freedom' but acknowledged there would be many difficult days ahead. Rice, who just took office last week as the top U.S. diplomat, told ABC's 'This Week' that Iraqis defied expectations to turn out in large numbers and she expressed confidence that minority Sunnis, a key to Iraq's future stability, would be included in the post-election political process.

I've seen Shia Muslims crawling to the shrine of one of their great historical martyrs of the religion in Karbala. They crawl and hit themselves with chains on the back to signify the pain and hardship of that martyr in his final days, I believe. You'd have to ask a Muslim or someone who has studied the subject for more specifics. We have similar practicies and rituals in some sects of Christianity.

I think the earlier comments were because in some european countries soldiers are not allowed to vote. Here in the US there is no such law or stipulation, though soldiers should keep their opinions private in order to prevent people from getting the perception that the military is a political organization. Political militaries suck ass.

Soldiers are not allowed to publicly express political opinions "as soldiers".
But as long as they are citizens, they have the same rights as everyone.

Some countries prohibit soldiers from voting still. It's to prevent them from being a political interest group. I did my graduate thesis on how Marine officers voted in 2000 since some people here in the states are making the same accusations.
The French called it "le Grande Muette" or something - the great mute force I think. Of course that might have contributed to the little problem they had with the paras over Algeria.
