The caption I read for this elsewhere identified him as a Marine. Force Recon maybe?

The guy up top is MEU, Marines Expeditionary Unit.

The regular MEU doesn't use the M4 Carbine. He's most likely part of a special team of some sort, be it Force, FAST, etc.
