They're one of the Marine SOF teams. They're not under SOCOM either. FAST stands for Fleet Antiterrorism Security Team, but their missions vary from CQB, hostage rescue, VBSS, and reinforcing American installations (the guys sent to the US embassy in Liberia were FAST).

FAST has been around since the mid to late 80s. Although it does CONDUCT special operations, it is NOT a special operations unit as we know them to be. There is not a "selection" process per se to get into the unit. You do have to be able to have a security clearance and so forth but you don't have to "try out" for the unit. You can get orders issued right out of an infantry battalion or be sent there straight out of the school of infantry.
FAST is a company of regular infantry that trains for specific missions related to terrorism, riot control, embassy reinforcements, non-combatant evacuation operations, nuclear vessel refuel-defuel and so on.
Although they do train for such operations as VBSS and hostage rescue, they are only called on to perform these missions if exigent circumstances exist that would preclude higher tier specialized units from arriving on time to perform those missions.

I wear my shades when firing,without any problems!
In my work,I carry out predator control at sea,and glare from the water can be quite strong!
So the trusty eyejackets work fine for me!.........shame the shootin' not!(need to zero my scope!!)

Maybe the Coast Gaurd shutting down the bridge. Raj Ratan sounds Indian, seems an odd choice for Muslim fundementalists to try to stow away on.
