China charges U.S. monopolizes the Internet, seeks global control

China's ambassador to the United Nations last week called for international controls on the Internet.

Chinese Ambassador Sha Zukang told a UN conference that controls should be multilateral, transparent and democratic, with the full involvement of governments, the private sector, civil society and international organizations.

"It should ensure an equitable distribution of resources, facilitate access for all and ensure a stable and secure functioning," he said at the conference on Internet governance.

Sha said China opposes the "monopolization" of the Internet by one state, a reference to the United States, which ultimately controls the digital medium.

"It is of crucial importance to conduct research on establishing a multilateral governance mechanism that is more rational and just and more conducive to the Internet development in a direction of stable, secure and responsible functioning and more conducive to the continuous technological innovation," he said.
China's communist government fears the Internet would dilute Beijing's control over its population, as information passes unfiltered throughout the country and outside of strict government censorship.

China strictly prohibits any public criticism of the ruling communist party and closely monitors and censors Internet usage. Periodically, Chinese security forces raid Internet cafes and arrest people who violate Chinese rules.

Sha said China has 94 million Internet users out of a worldwide total of about 810 million.

And with the large chunk of the net in Europe, even the "US-control" of the net is a thing of the past. The technology to run it is also not just American (SAP would be an example of an European company, that has to do with it). In fact, I doubt, that the American government could control their own part of the internet now. The problem the Chinese seem to have, is that their government can't either. ;)

What the hell would china know about transparent and democratic, i imagine they have erased those words from the chinese dictionaries.
Not suprising they want to control the net in china, but they can eat my ass if they think they are going to control the rest of the world.

The net should not be moderated by anyone but the users. I do not agree with child ****ography, but this business of cops pretending to be different people to set you up over the net... or the ability to take a computer to seize information obtained over the net... just wrong.

The net started free, and with out policy.

World Wide Web (I am talking about WWW, as Wodan did, not Internet) was born at the CERN European research centre in Geneva. One of the 2 scientist who built it is British the other one is Belgian.

I don’t understand what you wrote but the smiley (which was not necessary) helped.
Now don’t get me wrong. I don’t say Europeans invented the net. It’s an American Army project who made it possible but Europe also has a big part in the building of the actual network.
About the control, I prefer by far American having the control of the Internet over the Chinese. But I think no one can have the control over everything happening on the net. There are so many information that no human and no computer can analyse them all.

You control it with IP address and domain name allocation and with control of the major DNS servers.

You control it with IP address and domain name allocation and with control of the major DNS servers.

MIT、IBM and AT&T have 16 million, 17 million and 19 million IP address. But whole China are allocated IP address less than a US university, though with near 94 milliom internet users now. Japan, Europe also did not get enough IP address.

This is a trouble of IPv4. But IPv6 will solve it:

“Compared with the current IP Version 4, the new version is capable of allocating endless IP addresses, and features a transportation speed of 10G per second, 1,000 times faster than the current speed, says state news agency Xinhuanet.

“By creating a digital network in their own homes, in the near future Chinese people could use it to enjoy video and audio communications, information resources, and the benefits of far-away education and health care services,” it says.

CERNET2 links up 25 universities in 20 cities, says China Daily, going on:

“ The speed in the backbone network reaches 2.5 to 10 gigabits per second and connects the universities at a speed of 1 to 10 gigabits per second.

“A trial on CERNET2 between Beijing and Tianjin on December 7 achieved a speed of 40 gigabits per second, the highest in the world in real applications.

One of the biggest benefits big benefits of IPv6 from China’s perspective is: it will solve the problem of the shortage of IP addresses in the country.

“In the current Internet based on IPv4 technology, the United States controls 74 per cent of 4 billion IP addresses, while the amount that China has is only equal to a campus of the University of California, despite its 80 million Internet users,” says the story.
