POWER saw murder suspect Wayne Joannou was twice released on bail before he allegedly murdered a crime associate and got into a fatal confrontation with police.
His most recent release on bail came just weeks before he is believed to have shot dead Brian Bottomley, 32, of Sydenham, then dismembered him with a power saw.
Joannou, 26, had been on bail in Victoria on a string of matters stretching back to 2003 when he was accused of shooting at his stepmother at Burwood.
He spent months on remand over that shooting. During that time he was charged with attempting to pervert the course of justice.
The Herald Sun understands that charge related to telephone calls made from Port Phillip Prison to witnesses in the Burwood matter, in which Joannou menaced a woman during an argument over drugs.
Despite being charged over the phone calls while already behind bars, Joannou was bailed last year.
In December, he was charged over a "run-through" at the Reservoir home of two associates.
He allegedly used a .38 calibre pistol to force his way into the couple's home then threatened to shoot them in the knees.
Detectives charged him with affray and aggravated burglary but again he was granted bail.
Court records show that during his final weeks, Joannou was facing at least 20 charges including weapons offences, aggravated burglary, making threats to kill, drug matters, reckless conduct endangering life and affray.
Joannou became a fugitive murder suspect after Bottomley disappeared from a St Albans unit on January 31.
Police were later told Joannou shot Bottomley dead then forced a woman from the flat to drive him to a hardware store where he bought a power saw.
It is alleged he returned to the flat and dismembered the victim in a bathtub before disposing of the body, which has never been found.
Joannou reported on bail days later at Keilor Downs police station but fled as an officer on duty tried to stall his departure.
On February 18, after he had been on the run for 19 days, heavily armed members of the special operations group tried to arrest him in Bank St, South Melbourne.
Joannou, who is believed to have been armed, was shot dead when he refused to surrender.
Joannou was already regarded as dangerous enough to be arrested by the SOG in 2003 when he was charged over the Burwood matter.

Well Australia was founded by a bunch of good for nothing crims so what do expect?
Criminals are not going to dish out stiff sentances to other criminals.

Seriously. I know our legal system can be a joke at times. Thats why under a system I developed this type of person would of spent 15 years in remand.
But cases like this are generally a isolated case. I do know however that some of our judges are usually drunk.

Guard murdered on his knees
COWARDLY bandits shot dead a Melbourne security guard on his knees in front of shocked grandmothers and schoolchildren at a suburban shopping centre yesterday.
Witnesses said the guard, a father in his 50s, appeared to trip over before one of the robbers calmly walked up to him, put a gun to his head and shot him.
"He leant over towards the man already on the ground and shot him at very close range," said Maxine, who watched horrified with her toddler grandson.
"It couldn't have been more than a foot. It might even have been point blank. It looked very deliberate to me."
The dead man, escorted by another guard, was going to the Commonwealth Bank at North Blackburn shopping centre when he was shot. His work partner was not injured.
The murdered man was a colleague of Jason Gully, a security guard killed at a Keysborough pokies club in November.
The Chubb guards were heading to the bank to deliver cash about 12.45pm yesterday when the robbers – wearing balaclavas and workmen's fluorescent vests – confronted them with handguns.
Det Sen-Sgt Ron Iddles, of the homicide squad, said it was a cold-blooded killing.
"Certain demands were made," he said.
"The money has been stolen. Both guards complied with the demands but unfortunately one of the security guards has been shot dead.
"It's callous, it's cold-blooded, because the normal thing with security guards is if they comply then we would expect them not to be shot."
Police said the bandits escaped with a substantial amount of cash.
A manhunt involving air wing and dog squad police failed to find the bandits, who fled in a car.
Officers downloaded security footage from cameras in the centre as part of their investigation.
Several students from nearby Blackburn High witnessed the killing as they walked home after a half-day at school.
Four students gave statements to police.
"They're extremely traumatised, the ones who witnessed or saw what happened," principal Barbara Grant said.
Maxine, at the busy shopping complex with her two-year-old grandson Tim and her friend Heather, said the shooting was surreal.
"We turned around and saw what at first glance looked like some sort of hoax or a movie," she said. "There was a guy in an orange top and black balaclava chasing another chap who seemed to trip over and fall, and this man (the bandit) pointed at him.
"I couldn't make out the gun but I heard the pop and smelled the smell like a cap gun being discharged . . . and I realised this was for real."
Heather said she'd looked straight at the second bandit.
Chemist attendant Leandra Abraham ran to the shot guard, but soon realised there was nothing anyone could do for him. "I'm still shaking quite a bit now," she said soon after the shooting.
"It was just horrible seeing a gentleman being shot. All I could think about was his family. I brought some towels over and some gloves but there wasn't anything I could do.
"He wasn't moving. He was actually turning blue at the time. We knew it was too late."
Ms Abraham said it appeared the guard had been shot in the head.
Det Sen-Sgt Jeff Maher, of the homicide squad, said it was a miracle no one else was hurt or killed. "It is absolutely unbelievable that this has occurred but we will get to the bottom of it," he said.
Chubb Australia president Tony Chamberlain said the murdered guard worked for the company for six years. He said the two guards had worked together on the same van for several years.
He said Chubb would support the victim's grieving family and urged anyone who could help the police investigation to come forward.
He said all armoured vehicle guards carried guns and were trained in their use, but did not wear bullet-proof vests
"This is a devastating blow to the entire company, which takes the safety of employees extremely seriously," he said.
Transport Workers' Union assistant secretary Wayne Mader said he was shocked by the killing.
"It seems a vicious and unnecessary attack," he said. "He's a hard-working guy just doing his job."
The bandits were described as about 175cm tall, of skinny to medium builds. One was wearing an orange vest and the other a yellow one.

Seen it, but I view that info as being the same as the information the current British Guberment has supplied with the aid of spin doctors.
I also checked out http://www.ojp.usdoj.gov/. Basically the US version of the Australian site I checked.

(UK)Labour fights crime…with spin doctors
Conservatives have complained after it emerged that Tony Blair's Labour Government is fighting crime - with an army of spin doctors.
While the number of violent offences has rocketed by 16% in the last seven years - to an annual 5.9 million - Home Office spending on its press office has gone up by a colossal 477%, to £1.9 million.
This expenditure - compared with £329,000 on press officers in 1998 - coincides with the Home Office move to a new £311 million headquarters in central London, and would be enough to employ dozens of additional police officers to fight street crime.
Shadow Home Secretary David Davis, who unearthed the way the taxpayer is financing a rapidly growing budget for Labour's spin operation by quizzing Home Office ministers in the Commons, complained:"Under Labour, gun crime has doubled, drug crime has increased, detection rates have fallen, and last year there were one million violent crimes for the first time ever.
"But Labour's only answer is to invest more in spin doctors in an attempt to conceal this."
