EXERCISE NOBLE JAVELIN 05 (NJ 05)

THE NATO RESPONSE FORCE EXERCISES ON THE CANARY ISLANDS

NOBLE JAVELIN 05 (NJ 05) is a live training exercise for selected elements of the NATO Response Force (NRF). It will take place from 28 March to 14 April 2005 on the Canary Islands, particularly on Fuerteventura and Gran Canaria.

Approximately 3,000 personnel from the following sixteen NATO nations will participate in NJ 05: Belgium, Canada, Denmark, France, Germany, Greece, Hungary, Italy, The Netherlands, Norway, Poland, Romania, Spain, Turkey, the United Kingdom, and the United States. Around 1,700 troops of these personnel belong to the land and air components as well as the Deployed Joint Task Force Headquarters and will be deployed in Canary Island territories. The other 1,300 personnel will be ship’s crew.

This exercise will provide, for the first time, the opportunity to operationally deploy the NRF components far from their home bases to practise the concept and procedures for planning and mounting an operation using the NRF concept. Based on a fictitious crisis response scenario and under a United Nations Chapter VII mandate, NJ 05 will evaluate the ability to activate, mount and deploy the NRF in order to accomplish a combination of different NRF missions.

NJ 05 will also offer the opportunity to practice the deployment of a robust operational, liaison and reconnaissance team, train the move of a Deployable Joint Task Force Headquarters from a sea-based platform - on the HMS INVINCIBLE - to a land-based one on Fuerteventura, and test the ability of the Joint Force Command to establish and maintain continuous command and control of the NRF at the operational and tactical level.

The exercise aims to train ‘as we fight’ and to accomplish a specific operation within a real-time constrained environment. Units will deploy troops and equipment by aircraft and ship to the Canaries, followed by a training phase with an opposing force on the island of Fuerteventura.

The exercise is scheduled and conducted by the commander, Allied Joint Force Command Naples. In order to reduce the environmental impact in the Canary Islands, the exercise will be carried out in accordance with Spanish regulations and restrictions and NATO guidelines concerning the protection of the environment.
