Here (http://zpravy.idnes.cz/zahranicni.asp?r=zahranicni&c=A050418_225116_zahranicni_pol) is the article from today online edition of popular Czech newspapers. It claimed that Soviets accomplished Nuke test on populated area near Buzuluk in 14 September 1954.

The bomb (40k) was released in 09:33 local time from TU-4 and and exploded 350 meters above terrain. This test was prepared very properly for long time and Czechoslovakian generals were presented, according to the archives. Infantry regiments then drilled break in thru FEBA straight in the epicentre.
Have you ever heard of it? I did search thru Google for: Buzuluk+atomic+bomb but got just strange 11 results.

Nuke test was carried out in Totsk poligon, Orienburg region. Soviets were trying to 'breakthrough enemy's tactical defense with the application of the nuclear weapon" - "Прорыв подготовленной тактической обороны противника с применением ядерного оружия"
If you read Russian you can find interesting information about it here :

I've seen a polish documentary from some sort of nuke testing _Poligon_ (good name for training/prooving grounds used at least in Polish language) where many nukes were exploded in proximity less than 100km from rural people occupied area, they also shown abandoned "nuclear city" where soldiers and scientists worked. I remeber well the documentary because it dealed with health status of exposed occupants. What was realy "encouraging" was that people who were exposed to nuke aftermatch ussualy were in beter health condition than you could imagine knowing that they were siting for all the time next to exploding nuclear devices, often catched in the open, on the fields etc situations. They reported that they were never warned about any danger... Only people who were in the womb at the time of exposition, were subjected to some sort of visible and quite large deforemations and other illneesess, still there was noticed rule of thumb, if children survived birth and following days they stayed alife althoug cripled. Children concepted some time after explosions ended from same exposed parents were ussualy "healthy". And remember that all happened in poor part of Russia where health care is/was virtualy "not existent".
