I'm just wondering, it seems like Germany and Israel have on of the, if not the best, conscript armies in the world.

Other then cultural problems, corruption etc. what exactly makes it possible for Germany and Israel to make such an effective conscript force? what sort of training do they get?

any help would be great

Ask the Israelis.

As far as Germany is concerned, Bundeswehr is a professional army to more than 80 % by now. The final step, getting rid of conscription has simply not been undertaken yet (political issues, mainly spinelessness of the people high up).
Back in the late eighties West German Bundeswehr was 550.000 soldiers strong, ready to be enlarged to 1.2 million in case of war. A condition of unification was that the re-unified German armed forces may not number more than 350.000 soldiers. To cope with that, conscription-time was lowered from 18 months (there had been a time when it had been 24) to 12 months. Plus: one wanted to save money, so Bundeswehr was downsized even more, to 320.000, 300.000, 285.000, now 270.000 and soon 240.000 soldiers. At the same time the numbers of foreign operations began to increase (there were very few until the nineties). And because of various reasons, some of them have to do with the law, the use of conscripts in these foreign missions is problematical. To adapt to all of this, conscription time was lowered even more: 10 months, now 9 months, soon perhaps six...
As one can imagine it is very difficult to make something out of dudes who are only soldiers for 9 months, when they start to get along and are getting useful there time is over and they go home. So as it is now, I doubt that Germanies armed forces can be described as a succesful and appliance of conscripts in the military. What is done today is largely because of professionals who drag the conscripts along. (Some exceptions just attest the rule here).

Why did the German conscript armies (both from East and West Germany) of the eighties and before so well in military exercises (luckily there never was a war) compared to other armies, even professional ones? Well, there are the usual reasons: good organisation, equipment, training. But the main reason I would point to, is the strong German emphasis of initiative down to the lowest level and the practicing of Auftragstaktik. If there is such thing as a secret of German military efficency, be it during WWII or after, this is it. In my, rather humble (of course, what else?) opinion at least.
