Hahahahahaha... it is just a sounding rocket. An unguided rocket you fire straight up to analyse the atmosphere and wind direction for weather reports... an alternative to balloons.
The scary warhead is radioactive material plus HE. So what?
It might have enough capacity for 5kgs of HE and maybe 5kgs of radioactive material. Big deal. It would be just as easy to put that 5kgs of material in a back pack and carry it into a city, grind it down into a powder and spread it around manually, or dump it into a water supply.
A single grad rocket can carry a warhead of 20kgs and the current models fly about 36km... even the old ones fly 20km.
