Maybe , maybe that is ... . This can be also early warning system , when a laser beem that is used by ATGM missiles /Range detectors hits the vehicle ... Edit : No , actually that doesn't fits it also , it should be a sensore array , and not that kinda configuration ...

Just a little bit-o-history on the C-17...My Company (Me included) was the first to actaully jump out of this Airplane during testing...See those air foils on the back, well they weren't there when we first jumped from this beast. We kept colliding underneath the plane...It was great...So they added those. Also we got longer static lines.
