I believe it's Cetme, a Spanish manufacturer.

The green rifle that man is handling is a CETME LC.
It has a quite interesting history. After WWII, quite a few german technicians and engineers took refuge in Spain. There, the government saw a good opportunity to have some use of their experience and hired them for the CETME (Centre for Technical Studies on Matherials). There produced one of the first 'modern' assault rifles in history. The result was probably the best in its time, (mid 50s), clearly much beter than the then-new AK-47. When Germany started having an army again, they looked for a rifle and found one that was at least partly german. H&K bought the rights to produce it, and the result was the G3. For many years the G3 had the word 'CETME' printed on them.
In the early 80s, Santa Barbara (the manufacturer) designed a new version for the NATO standard cartridge, which is the one in the photo.
It turned out to have some problems, mainly due to the fact thet the plastic used arround the barrel was not as rigid as the wood used in previous models and after intensive fire the barrel overheated with loss of accuracy.
So recently the Army got a new rifle: H&K G36, which is what Santa Barbara should have made instead of the LC.
