Check the lighting on the horse. It's more than likely a picture of a horse jumping rotated, or something along those lines. A horse wouldn't do that kind of damage to the roof, at an average city road speed. And wheres the gore etc.

i think it would be pretty hard to photoshop that, like look at the dent in the hood, the lighting seems fine because its from headlights of a police car(note the other police are all reflectivly)

but i dono i just found it on a website of bizarre police photos

Uhh, I don't think so. The lighting is dead on for a flash, and considering the rest of the dark scene, the horse's light colour might overexpose like that. There's also reflection of the legs on the hood. The tail is draped on the legs, too. A jumping or standing horse wouldn't show that. If it's a photoshop job, it's very professional, and whoever did it should work for the CIA.
