BAGHDAD, Iraq - Insurgents attacked an annual pilgrimage by Shiite Muslims in northern Baghdad on Wednesday, killing three people and wounding dozens in a mortar attack. The town of Qaim near the Syrian border was reported to be deserted and quiet after a day of clashes between rival tribes and air strikes by U.S. jets.

The rocket and mortar attack in Baghdad occurred as hundreds of thousands of people gathered at the Imam Mousa al-Kadim shrine in the capital's Kazimiyah district for the annual commemoration the death of the Shiite saint.
Four mortar rounds slammed into the crowd, killing three and wounding at least 35, police Maj. Falah Al-Mohammdawi said. A military statement said U.S. Apache helicopters fired on the attackers after observing the rocket launches.

From the "insurgent" standpoint the attack is logical as they view Shiite Muslims as a kind of subhumans, I believe.

Terrorist in this situation is right term. I found word "terrorist" overused in present time, but in this situation (terrorist act) it will be OK.
But I still say BIG NO to call attack on armed occupation forces a terrorist act.

Rebels can be terrorists and terrorist can be rebel. WTF is so hard in this? Just like gunmen can be terrorists, rebels, criminals or all three at once.

Rebels are only rebels until they purposely target civilians. They ceased to be rebels the second they dropped the first mortar in the tube. Here it is black and white. Here is no kinda-sorta-well maybe if. Murderous ****ing terrorists. Simple as that.

my take on the situation is terrorism is the attacking of non combattants to achieve a political goal, usually trying to make a population put pressure on its government to subjugate them to the terror group's goals.
Any organisation can make terrorist attacks one larger than the other whether it be legit governments (against other governments ) or partizan, freedomfighters rebels whatever the denomination of the group is.
As such the sniping of and mortaring of civilians on purpose is terrorism, bombing civilian population on purpose eg London blitz, dresden etc and using atomic weapons on nagasaki and Hiroshima (that one is going to be unpopular) would be termed terrorism in the current world.
