Why after a natural disaster, or something like that, in USA there are always looters, it's amazing, instead of helping they just manage to get it worse.

New Orleans has a thug population..............what do you expect? And it happpens in other places too.

In Spanish as far as i know that never happened( and if did not as huge as this), and in the last floods in central Europe i heard nothing about it.
Obviously the bad people is doing this but i simply can't understand it :(

What do you think happens when people who cannot behave under the constraints of a normal, functioning society (for example, New Orleans before Katrina, though New Orleans was always a ****box) are no longer constrained by law?

Yep, agree, well i never knew what kind of people lived in New Orleans. National Guard is now there they will stop this bastards :bash:

Some of the police down there have always had a bit of a shady reputation too, so that doesn't help. I remember seeing several stories of New Orleans cops beng involved in corruption, drugs and murder. It happens in any police force to a small extent, but I think it was/is a bigger problem down there.

New Orleans was pretty much a socialist city. The people depended on the city and state for their well being so when this happened they were left with nothing. Self sufficiency is not encouraged there. Entrepreneurship is not encouraged there. What do you expect?
Of course they were stupid not to leave in the first place since a mandatory evacuation was ordered. They knew they would receive no immediate help if they stayed.

Because you have trash that think society owes them everything and that goes especially with the thugs in the gangs or people in the lower echelon of society. They don't want to do anything yet blame their faults on everyone else but themselves.
When a disaster happenes its their way to get back at society.
Yet in the end, they hurt themselves more. I hope these thugs continue to loot TV's, jewelry, levi's and the like, while the good people take the food and water.

Most people, as I undertsand it, don't mind the people looting food and water. If you or your family are hungry, you will find a way to feed them. I probably would do that and anyone here.
The thing is, most of these thugs are looting TV's and furniture and jeans and the like.
They broke into several stores and stole all the weapons and are shooting now at the rescue choppers or raping and just being stupid.
A person trying to help his family is one thing. A person being a menace to society is another.

Alright, lets say theres something worth $5000 right in front of you. No one is watching, there are no police nearby, and the surveillance cameras are down. Would you steal it?
Black and White poor people in America have been living on the edge of society in America for decades. When you have a major disaster like this, it doesn't take much to push them over the edge and into the abyss.
The thugs are but a small percentage of those trapped in New Orleans. The major reason you have a National Guard is to protect the homeland; and, unfortunately, they weren't deployed quickly enough to nip the looting in the bud three days ago. As someone has already said, when law and order and relief efforts breaks down, so does the thin veneer of a civilized society. The political fallout from this disaster is just beginning and will certainly become even moreso long after the current situation stabilizes.
We who are sitting in the comfort of our homes or offices in front of computers have no idea of what those poor, desperate people are enduring in New Orleans aside from what we see in the media. I would suggest blaming the victims because they didn't leave town is a red herring-- but that's what some people are doing. The blame should be focused on those in the federal, state and local government for not being prepared for an event that has been predicted for years if a Class 4 or 5 hurricane ever hit New Orleans. Hell, they even had several days notice that Katrina was headed for New Orleans.

It's not a uniquely American problem, I'd imagine it's just that the media coverage of American disasters is so much heavier you simply hear more about than an equivalent problem elsewhere.

Anybody remember the LA riots of 1992? In that case all it took for people to start looting was for a videotape of 4 police officers beating a black man. The funny thing is from what I heard a high proportion of the looters weren't black, many of these looters were oppurtunist who weren't concerned at all about the Rodney King case.
It looks like that this sort of thing is most likely to happen in cities were people are divided between both racial and social lines. What happened in LA and whats currently happening in New Orleans isn't likely too happen in a city like New Haven or Seattle (at least not to the same scale).

yep. its not so much a disaster that caused the looting. These people were already commiting crimes and stealing before the flood, the flood just made it much easier.
Look at New York city. After 9-11, there were VERY, VERY FEW reports of looting, and any report of looting was quickly dealt with by heavily armed police.
The problem here is, alot of these people were already criminals to begin with, and the state government waited to long to call on the federal government for law enforcement assistance.

I just can't imagine how, in the face of a disaster like the scale of NO, stealing shoes,HiDef TVs, et al. is going to help you change your station in life. "Check out my new Nikes, granted i'm standing is $h1t and they're soaked."
Or, how a person can think raping someone would help them.
The speedy decent into lawlessness has me baffled. :|
