Security workers in poland

I made this article to make few things clear mostly for my polish friends.

In poland everything is based on "act on protection of property and
peoples" from 22 august 1997. It is based on similiar act from russia. I use sometimes word bodyguard because all licensed phisical security personel is trained(or at last shoud be) and allowed to perform CPP tasks.
Security personel is divided in two groups.
1.Unlicensed security personel.
2.Licensed security personel.

Unlicensed guys work usualy at malls, parking lots and such.. Emploing
invalids is not uncommon. (Such agencies are hated by bodyguards society because they recive financial aid from government. It allow them to keep lower prices. This invalid guys for example make uniforms or sandwiches for normal bodyguards. Many agencies employed them as a parking lot guards and such, but it is less common now because such places are easy targets for criminals.) Their wages are very low. Licensed bodygard earn in my city around 1,3$ per hour on hand. Salary for mass events can be up to 7$ per hour. Guy in the mall if he is lucky get around 1$ on paper. They are civilinas and have only civil rights. For example: You are not oblieged to show your ID on their demand. It is illegal to hire someone without license as a bodyguard.

Licensed scurity personel
There are two types of licenses.
1.Technical security license.(This guys teake care of locks,cameras,
alarms and such.)
2. Phisical security license.
Each one have two grades.

Phisical protection license 1st grade is required to:
-Be a member of S.U.F.O. Squad. Specialised Armed Security Teams
(Specjalistyczne uzbrojone formacje ochrony)
-Perform convoy duties.
-Perform close personal protection duties.
-Oversee teams of unlicensed security staff.
-Detain suspects using force if necessary, Check peoples ID.
-Work in objects of mandatory protection.

To obtain it candidate must meet certain requirements.
-21yrs+ old
-Pass medical screenings
-Clean criminal background
-Ceritificate from proper bodyguard school or bodyguard course or pass
exams at regional police HQ.(Shooting training(pistols,submachine
guns,shootguns),law,martial arts+tonfa fighting, close personal
protection, convoy duties, psychology, criminology and such.)
-Polish nationality, foreginers must pass special exams.
-Must be moved to reserve.

Second grade license is required to:
-Make security plans.
-Oversee security personel.
-Run your own private security agency after obtaining concession.
You also can.
-Perform all tasks that are allowed to 1st grade licensed personel.

To obtain it you must meet all 1st grade license requirements and:
-Certificate of secendary education.
-Certificate from bodyguard school or bodyguard course.(Same as above but even more Law, how to do all security related paper work, command and tactics in security and such.)

License expire after two years of not performing security related job or
if owner didn't passed his regular medical screenings. It can be suspended
by WKP(regional police chief) if any criminal proceedings are in progress
aginst owner.

Bodyguards on duty can.
1.Check peoples ID, passes and such documents.
2.Ask peoples to leave property if they have no authorisation to be on
it.
3.Detain suspects and pass them to police as fast as possible.
4.Use force if necessary.This means phisical force(including martial
arts), mutlipurpose defense battons, tasers, dogs, gas pistols, hand held
gas throwers, handcuffs.
5.Use firearms. (There is something i named lithany that you must perform before you can use gun. Or at last you must say to the cops that you done it before shooting.It is said that u can skip it if there is a threat
"that dealy might cause harm to human life or protected
property" but more than one bodyguard end in jail because they
decided to shot first. Currently security staff is usualy more scared to
use guns than criminals. At last its end in a huge amount of paper work
even if gun discharged by accident.I know about at last one bullet in the
wall because guard was alone, bored and had a gun. Sad but true.And shoot to kill is not allowed. Offen security personel carry two types of ammo. Normal rounds and non-lethal ammo.)

When on duty they have same law protection as any public service member.

Security formations.
WSO Wewnetrzne Sluzby Ochrony (Internal Security Services) They are created by various big institutions, factories and such. Director of
this institution must aplly for comission. He or someone authorised by him
(usualy chief of security) must have second grade phisical protection
license.WSO usualy perfrom normal private security agency duties for that
institution and they are part of it. Sometimes if it is in their
commission they perform such tasks for other customers just like normal
private security agency.
Private security agencies-To create it comission is required. Same as
above apply for comission, one of the owners or someone in board of
directors must have second grade license. They perform security related tasks for various customers.
S.U.F.O Specjalistyczne Uzbrojone Formacje Ochrony(Specialised Armed
Security Formations)-Armed and uniformed security teams that posses
firearms ceritificate for the bearer.They are oversee by KGP(Main Police
HQ) or Ministry of defense.(S.U.F.O.s protecting military instalations.)
This term was created by some officials who like to overregulate things.
All private security agencies that posses firearms ceritificate for the
bearer are in this cathegory.

Obiekty o obowiazkowej ochronie(objects of mandatory protection)- Well
from what i know such term exist only in Poland. This are objects such
military instalations, airports, unique production factories, military
factories and science centers, communication instalations, banks and
such.This objects must have licensed security. Their owners must provide
such security. If they don't do it, they will pay fine or even go to jail
for up to two years. Government do not incur any sort of responsibility
for this objects.

Arment and equipment:
Tonfas, handcuffs, gas pistols, tarsers.
Pistols: It depend on agency. My uncle is in WSO and they have Glocks,
Berettas and some old polish pistols for shooting range purpose only.
Nines are most common.The non-lethal round is our own invention. Bullet
is replaced with small lien bag, when it hits your brain will recive
information. „I was hit i am dead/wounded.” but no serious
harm is done. Ill try to do some more resarch about it.
Submachine guns: I saw guy from S.U.F.O. Sometime ago with H&KMP5, guys on
training videos had Scorpions.
Shootguns: All agencies i know use Moosbergs
Protection.
Bulletproof vests, sometimes helmets(usualy when performing convoy
duties)

Ill try to post more updated version after our firearms training.

Future:
There will be many changes in nearby future. Propably first and second
grade licenses will be separated. Second grade will be more for chief of
security than a regular bodygard. Many peoples say that S.U.F.O. is not
necessary and shoud be changed to some sort of requirements for various
firearms certificates. Changes in firearms use regulations will(we hope
for more US style gun law for all public service personel) be made because criminals started to exploit it. They are also voices to allow security personel carry semi-auto rifles. Badguys with full auto weapons aren't uncommon in poland, they also started to wear bulletproof vests. Invalids employment BS will also end. There are peoples who were in industrial guard (straz przemyslowa) and they got their licenses basicaly for free. This is not a problem becuase soon they will be to old to pass their regular medical screenings.Propably exams at police will be obligatory even after school because well there are schools try that keep high training standards and some keep it high only on paper.

I saw guys from Straz Bankowa (Bank Security) with UZIs ...
