I'll go for some sort of testing device too. Altough the name of the photo is bw_pzh_155mm_m109_schalldae.JPG which is german for BundesWehr PanZerHaubitze 155 mm m109 schalldaempfer which means silencer. The concept of having a silencer on a big gun is arcane, after all you have a mobile gun to be able to shoot and scoot before the enemy picks you up on his artillery radar and starts his counterbattery fire. Well, maybe they use stealth shells for that one ;)
This thing is not mobile at all, so if it's a real image it's some testing/lab environment.

Their probably using the silencer for testing purposes. My guess is that the test site is close to an urban centre so they use the silencer to avoid disturbing the locals.

OK I've got it - it's painted in camoflage (that'll help), but mainly it's to distract planes sent to bomb it. The pilots will be laughing so hard, they'll never hit it.
