Every article I've read, or statements by Generals, are treating the insurgents as a somewhat organized and "conventional" force. Meaning if you crack them hard enough they'll know when to surrender and accept coalition rule.

Though how do you fight and defeat an ideology, a religion? That's the question..

In theory, while they are not a conventional force by traditional definition of an army in uniform, their command structure is organized like any fighting force, as is their supply chains and money trails. The key to taking down the resistance is going to be more of an issue of intelligence than force- not to say waving a big stick around is a bad idea- we need to show them we are better than their crude army, but on the flipside we also need very quiet, planned, deliberate raids to net the leadership and weapon caches, and the best way to do that is to set up extremely good HUMINT.
